The development of real estate management and infrastructure market in Kosovo

Abstract: On the selected topic of The Development of Real Estate Management and Infrastructure Market in Kosovo, I was mainly focused on explaining how the real estate market developed in Kosovo, what were the challenges and the triggers that contributed to the development of this market. I also used the United Nations Economic Commission for Europe (UNECE) key component of real estate markets frameworks and applied it to Kosovo context as means to evaluate the current state of development of this mark using key principles of this framework and assessing the extent to which these principles have been applied in Kosovo. The thesis gives an elaborated explanation of the real estate market development before and after the war, and particularly the market disruption caused by the Serbian aggression in Kosovo, including the period of the 90’ when the legal framework governing the property transaction between ethnicities was discriminatory. The thesis looks at the rules and functions that govern the real estate market and explains how these functions were developed in the past 15 years – the post war period in Kosovo.

Sustainable retrofitting measures with emphasis on energy efficiency of the residential sector in Pristina

Abstract: More than 20 years after the war, in Kosovo environmental degradation is increasing at an unprecedented rate. A large share of emissions that negatively influence the Kosovo environment is due to the outdated energy systems and inefficient buildings. A large potential for energy reduction is identified in the existing multistorey residential buildings, especially in urban centers, since most of them were built before 1999 and are not well maintained. The thesis focuses on potentials of those buildings with the goal of approaching the retrofitting process in a holistic manner. The holistic approach includes three sustainability pillars (environment, economy, socio-cultural aspects) and horizontal aspects, above all technical and process quality. From environmental perspective, the proposed dissertation deals with the energy efficiency in terms of using thermal energy more efficiently in the Pristina district buildings. The less energy those buildings use, less pollution (greenhouse gasses etc.) will be released into the air. From economic perspective, the focus is on the costs (operation, maintenance, repair costs and replacement costs). From socio-cultural aspects, the focus is on residents’ indoor comfort and well-being. Technical aspects focus on the quality of the installed building elements, like windows and heating system, and on their performance. Process quality is focused on the methodology that would enable multyfactor analyses and holistic approach to retrofitting, as well as the possibility to introduce features to improve control and manage energy consumption in buildings. A thorough survey in several multistorey residential buildings in Pristina, carried out in the form of questionnaires and energy audits, reveal several common quality and efficiency problems like insufficient thermal comfort, high energy use and high running costs. The proposed methodology for holistic approach toward energy retrofitting of apartment blocks focuses on these and other issues. It is tested on three realistic cases in Pristina, built before the year 1999. Several measures are proposed to show the potential for increasing the level of apartments’ efficiency and quality.

Redna odpoved pogodbe o zaposlitvi

Abstract: Diplomsko delo predstavlja institut redne odpovedi pogodbe o zaposlitvi s kratko primerjavo med redno odpovedjo pogodbe o zaposlitvi delavcem in javnim uslužbencem. Redna odpoved je seveda le eden izmed načinov, na podlagi katerega lahko pogodbeni stranki prekineta pogodbo o zaposlitvi in s tem preneha tudi delovno razmerje. Poglavitna vira delovnega prava v Sloveniji, ki urejata prenehanje pogodbe o zaposlitvi, sta ZDR-1 in ZJU. Odpoved pogodbe o zaposlitvi predstavlja zelo pomembno tematiko delovne zakonodaje, saj ima velik vpliv na kakovost življenja delavca, poleg tega pa s seboj prinaša določene pravice. Gre za enostransko izjavo ene pogodbene stranke, posledica katere je prenehanje delovnega razmerja. Postopek odpovedi pogodbe o zaposlitvi je v ZDR-1 jasno definiran in manj formalen, kot je bilo določeno v ZDR. Tako kot Zakon o delovnih razmerjih (ZDR) tudi novi ZDR-1 v posebnem poglavju celovito ureja pogodbo o zaposlitvi, od sklenitve do prenehanja. Največ poudarka sem namenila spremembam, ki jih je na področju odpovedi pogodbe o zaposlitvi, v primerjavi z ZDR, uvedel ZDR-1.Ureditev, ki jo predpisuje ZDR-1, naj bi veljala za vsa delovna razmerja med delavcem in delodajalcem, ne glede na vrsto delodajalca ali naravo zaposlitve. Posebnost pa je za zaposlene v državnih organih in samoupravnih lokalnih skupnostih, ko pride do redne odpovedi pogodbe iz poslovnega razloga, saj to področje ureja Zakon o javnih uslužbencih (ZJU). ZJU izrecno določa, da se glede razlogov za to odpoved pogodbe ne uporabljajo določbe ZDR-1, temveč ZJU.Z odpovedjo pogodbe o zaposlitvi, pogodba o zaposlitvi preneha veljati v celoti. To pomeni, da ni mogoče odpovedati le posameznih določb pogodbe o zaposlitvi oziroma enostransko spreminjati bistvenih sestavin pogodbe. ZDR-1 namreč ne dopušča delne odpovedi pogodbe o zaposlitvi.

Izboljšava procesa izdelave tehnoloških podlag izdelka s pomočjo teorije omejitev

Abstract: Organizacije so skozi zgodovino za svoje izpopolnjevanje vpeljevale različne merilne sisteme kakovosti, ki so jih uporabile za dvig kakovosti proizvoda. Danes organizacije zaradi razvoja družbe, predvsem zaradi vse večje konkurenčnosti organizacij in vse večjih zahtev kupcev, v svoje procese vse pogosteje vpeljujejo informacijsko-komunikacijsko tehnologijo. Pri težnji organizacij, da napredujejo od kakovosti k odličnosti, so zelo pomembni logistični procesi. V nalogi sem ugotovil, da organizacija Renault/Revoz redno opravlja meritve kakovosti proizvodov. Rezultatom meritev doda načrt aktivnosti in po potrebi informatizira procese. Po analizi vseh obstoječih procesov in tudi logističnih procesov v organizaciji Renault/Revoz sem v nalogi podal tri predloge modernizacije logističnih procesov, ki temeljijo na vpeljavi informacijsko-komunikacijske tehnologije, s katero lahko na področju logističnih pretokov povečamo kakovost proizvoda in tako peljemo organizacijo k odličnosti.
