Mass Media and the Rise of Populism

Opis: This chapter examines the role of the media in the rise of populism in contemporary European democracies. In doing so, it highlights the characteristics of populist politics, particularly in terms of how its messages are disseminated and the mechanisms it employs. It also analyses the changing nature of media in interdependence with other social changes. One can assume that the influence of the media on the spread of a certain—in this case, populist—type of political message depends on the broader political constellation and the political impulses to which people are exposed. It can be claimed that although the media undoubtedly influence the spread of populist messages, they are not the ones who either enable or prevent the success of populist protagonists. A lot depends on their rivals from the ranks of established politics.

Human rights protection in algorithmic society

Opis: the article, marking the 75th anniversary of the European convention on Human rights and 25 years of the EU charter of Fundamental rights, emphasizes the growing challenges human rights face in the age of artificial intelligence. Eu-rope’s traditional three-pillar system of human rights protec-tion (national, EU, and council of Europe) was built in an analog era, whereas today’s society is increasingly becom-ing algorithmic, with artificial intelligence co-constructing social reality. the article identifies two major paradigm shifts defining the algorithmic society: the loss of human monop-oly over construction of social reality and the dominance of private actors over public institutions. In response, the council of Europe adopted the first legally binding inter-national Framework convention on Artificial Intelligence, setting, inter alia, minimum standards for safeguarding hu-man dignity, equality, and privacy. complementing this, the EU’s Artificial Intelligence Act follows a risk-based approach, more heavily regulating artificial intelligence systems that importantly impact fundamental rights. While neither legal instrument grants new individual rights, they serve as pre-ventive regulatory frameworks. the article concludes that courts will soon need to interpret human rights in light of algorithmic impacts and may themselves use artificial intel-ligence in decision-making. this evolution demands judicial adaptation and a comprehensive reform of legal education to integrate law with digital technologies.

Understanding public opinion formation in Southeast Europe : exploring social forces and communication dynamics

Opis: The article investigates the mechanisms through which social forces, networks, cognitive frames, and institutions shape public opinion in Southeast Europe via communication. Employing a qualitative approach, data was collected through synchronous focus groups conducted in six Southeast European countries. The findings reveal that social networks play a pivotal role in shaping public opinion, with organizational position and relationships influencing communication effectiveness. Cognitive frames significantly impact public perception, with entrenched beliefs guiding interpretation of information. Meanwhile, social institutions, such as language and communication rules, influence the clarity and accessibility of messages, thereby shaping public understanding. The research underscores the need for deeper research, ethical standards, and transparent communication to build and maintain public trust. Continuous engagement with the public and adaptability in communication strategies are essential for fostering mutual understanding and trust. This research emphasizes social forces’ complexity and overlapping nature in shaping public opinion and the strategic approaches required for effective communication in Southeast Europe.

Vpliv mentorstva na razvoj in zadrževanje ključnih kadrov v podjetju Hisense

Opis: V diplomskem delu je predstavljen mentorski sistem podjetja Hisense Europe, ki je multinacionalna korporacija, ena izmed vodilnih proizvajalcev zabavne elektronike in gospodinjskih aparatov. Posvetili smo se vprašanju, ali so v podjetju učinkovito uvedli mentorski sistem, ter kakšno vlogo ima mentorstvo pri motiviranju in zadrževanju ključnih kadrov v podjetju. S pomočjo teoretične raziskave smo lahko opisali teoretična izhodišča, da pa smo lahko odgovoril na raziskovalni vprašanji, smo v podjetju opravil intervjuje z osebami, ki so nam lahko glede mentorskega sistema podale največ uporabnih informacij.

Impact of circular economy as the EUʼs ambitious policy

Opis: The article describes the role of legislative and legal framework which brought about a new approach to waste management through the concept of circular economy, and its drivers. We explicitly focus on the impact of ambitious EU environmental policy and its financial support from the European Commission (EC) which helped social actors recognize not only the ecological, but also the economic and social benefits of the circular economy. Over 50 actions under the “Circular Economy Action Plan” launched in 2015 have been delivered or are being implemented in this period in European Union (EU). Through overview of the EU’s ambitious policy, best practice of the circular economy in the world and status quo in circular economy at EU level we also show the circular economy is nowadays a crucial megatrend and there is still needed to increase up action at EU level, provide the competitive advantage it brings to EU economy and close the loop. Beside impact of ambitious EU environmental policy article focuses on the Cultural Political Economy (CPE) approach as a political economy approach with the purpose for explaining the role of legislative and legal framework as a mechanism for selection and retention of the paradigm of circular economy.

Public policy instrument evaluation in service of enabling grand strategy discourse : case of Horizon 2020 key indicators

Opis: The purpose of the article is to illustrate the problem of public policy evaluation in regards to the availability of the information. By that, we want to warn about the issue of a disabled discourse of relevant social groups and institutions in the European Union. For this article, we evaluate public policy instrument H2020. The evaluation covers the availability of the data, that should enable interim and ex-post evaluation. The article offers a soulution to the emerging issue. Through the prism of Cultural political economy, the evaluation results also indicate the issue of Europe 2020 instruments retention. Consistency and transparency are not needed only throughout the different policies and strategy goals but also throughout their retention to assure the set goals.

The measurement of innovation for management, research and policy

Opis: This paper is a literature review regarding the known practices of measuring innovation, for policy, research or management purposes. Article is deliberating on the importance of known and most notable methodologies, such as innovation survey, interviews, case studies and mixed research. The following methodologies are presented with regard to their strong and weak points, to perform an objective evaluation and exemplification. Alongside methodologies, paper concentrates on the practices of innovation measurement, such as approaches taken by the OECD and EU assessments, presenting the possible angles that can be conceptualized during conceptualization and innovation measurement. The article ends with the presentation of the concept of Management of Innovation, that is a growing paradigm that emphasizes the ability of an actor to innovate rather than its development outcomes. Following the line of presented methodologies, approaches and considerations, conclusions outline that innovation is becoming more and more a social phenomenon, rather than a purely technical one. That presents an opportunity to build practices of including innovation into the semiotic and economic dialogue of national and supranational bodies, and not limit the policy of innovation to regional or national strategies.

Economic and social security in EU : reforming Slovenian law on social enterpreneurship

Opis: Europe 2020 strategy of smart, sustainable and inclusive growth also implies policies for boosting social innovations. In this context, it is relevant to encourage solutions such as social entrepreneurship as it is addressing social and environmental issues while employing entrepreneurship. Social entrepreneurship depends on the context of its emergence and implementation. In this regard, the context-specific factors play an important role. Following the Cultural Political Economy approach, the article examines on different factors that have influenced on the adoption of amendments of the Slovenian Social Entrepreneurship Act in 2018. Selection of the case study of Slovenia bases on the findings implying that Slovenia has still not overcome the initial phase of the development of the social entrepreneurship. The article reveals that there are still issues relevant for running social enterprises that are not sufficiently regulated by the law. One of them is a training of the vulnerable groups in terms of their technological skills in order to ensure their efficiency and productiveness in Work Integration Social Enterprises.
