Effectiveness of new reactivation approaches in integrated long-term care : contribution to the long-term care actSuzanna Mežnarec Novosel, Marija Bogataj, David Bogataj, Eneja Drobež, 2025, izvirni znanstveni članek Opis: Objectives: This study evaluates the effectiveness of an innovative, integrated healthcare approach based on the “Long-term Care (LTC) in the Community” pilot project, aimed at testing solutions for the new LTC Act and associated regulations in Slovenia. It is based on a small sample, which can be financed from European project funds. This methodology is crucial for the subordinate legislation derived from the LTC Act. Methods: We selected beneficiaries who decided to receive integrated services in their home environment in rural areas. Among 132 beneficiaries who received various care services at home, 75 beneficiaries received integrated services to maintain independence, while a control group of 57 persons did not receive these despite eligibility. The hypothesis that the new reactivation and other services to strengthen and maintain independence facilitate a transition to a lower category of LTC within the system of different states of abilities and that new approaches with integrated home care are much moresuccessful were tested using the Z + 4 test. Results: Seven out of eight users’ abilities were improved by an inventive approach to LTC at home, including reactivation activities, with p < 0.025. The probability that the new methods will outperform the old ones for an arbitrarily selected senior eligible for LTC exceeded 0.89. Thus, we used quantitative methods to confirm the reasonableness of the decisions included in the LTC Act and will help to estimate savings in the health fund. Conclusions: These positive results promote the implementation of integrated care strategies, norms, and standards, which will be further articulated in subordinate legislation. 2. Addressing the social issues of widows and widowers through the Institute of a Guaranteed Widow’s PensionSabina Korošec, 2024, izvirni znanstveni članek Opis: The article deals with the question of the adequacy of reintroducing a guaranteed widow’s pension into pension legislation to address the social issues faced by widows and widowers. It answers questions regarding the rules for calculating widow’s pensions, the main differences between two different social security systems (insurance system and social protection system), the development of the guaranteed widow’s pension institute through the legislation of independent Slovenia, and the current system in place today. During the legislative process of adopting the amendment ZPIZ-2N, the original draft of the law was slightly supplemented and modified, which is seen as positive as it better follows the principle of proportionality and prevents situations where a widow or widower would receive a higher amount than the combined pensions of both partners. Despite this, the article notes that it would be better to raise all widow’s pensions to maintain the insurance principle, as this would also increase the amounts of the part of the widow’s pensions. Finally, the article highlights that future interventions in the existing system must ensure that legislative changes consider the contributions paid by the insured into the pension fund and that social adjustments in social insurance are permissible but should not disrupt the balance

3. The forms and the causes for emergence of organized crime in countries in transition and legal answers to it, case of Kosovo : doctoral dissertationElmi Kelmendi, 2021, doktorska disertacija Opis: This dissertation thesis has the goal of researching the forms and reasons for the emergence of organized crime in countries undergoing a transition process and legal analysis of this phenomenon with emphasis on the case of Kosovo. Organized crime, especially certain serious forms of this phenomenon, nowadays in the 21st century represent one of the main challenges to rule of law, law enforcement and judiciary, the political system as well as to democracy as such. Combat against and the prevention of organized crime, especially of certain forms, such as terrorism, corruption, trafficking in human beings, trafficking of narcotic substances, etc., requires special analysis and forms of fight from a national and international perspective. For this purpose, special national and international institutions had to be established. Kosovo represents a young country with a population of around 2 million inhabitants, and has been dealing with the phenomenon of organized crime for the last twenty years of its existence. The goal of this PhD thesis is to research the most serious forms of crimes and the causes for the emergence of this phenomenon in Kosovo with emphasis on the period 2005-2015. In addition, part of this thesis are case studies from the justice system of Kosovo. The analyzed period is characterized by three different legal statuses of Kosovo: 2005-2008 it was an international protectorate; 2008 - 2012 it was under supervised independence by the international community, especially in the area of rule of law and justice; and from 2012 onwards it is an independent state. This thesis also includes the perception of citizens of Kosovo on how they perceive the reasons and the forms of organized crime in Kosovo. In addition, this thesis provides some direct qualitative information from imprisoned persons who are serving their time in prison due to their criminal activities. The research of the reasons through the survey of 205 imprisoned persons (153 in Dubrava prison and 52 in the high security prison) has shed light for the first time in Kosovo as regards to the reasons for emergence of organized crime. This data will serve in the future for the state institutions and various researchers in the area of criminal law studies. 4. Economic and social security in EU : reforming Slovenian law on social enterpreneurshipPetra Kleindienst, 2019, izvirni znanstveni članek Opis: Europe 2020 strategy of smart, sustainable and inclusive growth also implies policies for boosting social innovations. In this context, it is relevant to encourage solutions such as social entrepreneurship as it is addressing social and environmental issues while employing entrepreneurship. Social entrepreneurship depends on the context of its emergence and implementation. In this regard, the context-specific factors play an important role. Following the Cultural Political Economy approach, the article examines on different factors that have influenced on the adoption of amendments of the Slovenian Social Entrepreneurship Act in 2018. Selection of the case study of Slovenia bases on the findings implying that Slovenia has still not overcome the initial phase of the development of the social entrepreneurship. The article reveals that there are still issues relevant for running social enterprises that are not sufficiently regulated by the law. One of them is a training of the vulnerable groups in terms of their technological skills in order to ensure their efficiency and productiveness in Work Integration Social Enterprises.
