EU actorness in a mirror : the war in Ukraine
Liliana Brožič, 2024, izvirni znanstveni članek

Opis: The EU’s objective, as clearly set out in the Strategic Compass for Security and Defence, is to be a global actor in a global world. How the EU actually pursues this objective is the focus of this paper. Being a global actor and having strategic autonomy is of paramount importance for the EU at a time when Ukraine is fighting for its territory occupied by Russia. A comparative analysis of EU activism was carried out between two time periods: from 2014, when Russia annexed Crimea, up to the military attack on Ukraine and after the military attack on Ukraine up to June 2023. The methodological approach used was that refined by Bretherton and Vogler; they tested the actorness of the EU using three criteria: presence, opportunity and capability. These were further tested and scored in the same way as Batzella – with a high, medium and low level of actorness scores for each criterion. The actorness of the EU in the field of the CSDP was assessed using these research methods. The central theme was whether the EU should seek a peaceful solution for Ukraine and how this would affect its actorness.

An Ex Ante approach to the resilience and recovery plan’s impacts on sustainable tourism in Algarve and Alentejo
Bernardo Valente, Erika Džajić Uršič, 2025, izvirni znanstveni članek

Opis: The European Union has been trying to adjust its tourism policy in response to the challenges posed by the recent COVID-19 pandemic. The funding of the EU Cohesion Policy has been one of the primary mechanisms guaranteeing that all regions can be prepared to receive tourists and cope with the sustainability challenges the pandemic has raised. The recovery and resilience plan (PRR) is the most recent instrument created to help economic growth in most European Union countries. The implementation of the PRR in Algarve and Alentejo has been fundamental to understanding the Portuguese tourism sector, as these regions are heavily dependent on tourism sector revenue and were hit hard by the consecutive lockdowns in recent years. Therefore, this policy, in brief, critically assesses the tourism-related projects that received funding from the PRR until November 2023 (ex ante) and their potential to guarantee long-term tourism sustainability in Algarve and Alentejo. Despite not achieving the expected efficiency results due to delays in project execution and low investment, the PRR is still a positive upgrade for tourism-related policy in Algarve and Alentejo.

The Effectiveness of European Union regional policies : a longitudinal review
Alenka Pandiloska Jurak, 2024, samostojni znanstveni sestavek ali poglavje v monografski publikaciji

Opis: To improve the economic well-being of regions to avoid regional disparities in the EU, the EU sets the Cohesion Policy to boost regions that are lacking behind. The aim of this paper is to make an overview of regions and their eligibility for Cohesion funds, compare selected statistical data and see if progress can be detected by the longitudinal figures alone. With a general overview of the regional progress in various areas, such as GDP, poverty and employment, we will outline how and if overall retention of regional policies indicates a general rise in the backlog of less developed regions.

European Union as an industry leader? Positioning European Union industrial policy in Danube regions reality
Tamara Besednjak Valič, 2024, samostojni znanstveni sestavek ali poglavje v monografski publikaciji

Opis: The world is rapidly changing. Impacts, ranging from technological innovation to health challenges the global economy. The EU has faced industrial policy struggles, lagging behind the USA and China in its industrial competitiveness. In 2021, the EU launched a plan to revive its industrial policy through a green and digital twin transition. The key question of the presented discussion is how are Danube region countries positioning themselves in relation to current EU industrial goals of twin transition. A tentative conclusion suggests that reindustrialisation, aligned with EU policy, is contributing to positive developmental opportunities, especially for competitively intermediate countries.

The Prespa agreement for accession in the European Union and NATO : master’s thesis
Monika Gjorgjievska, 2020, magistrsko delo

Opis: The underlying research rationale of this master thesis has been driven by the interest sparked by the historic settlement of the long-standing dispute between North Macedonia and Greece with the Prespa Agreement signed in 2018. The dispute over the name between Skopje and Athens, especially its settlement, continues to draw attention and curiosity both in academia and in practice. In light of these developments, this research explores the diplomatic relations between North Macedonia and Greece through both contemporary and historical lens. Based on analysis of literature, reports and media sources, this research tries to answer two key questions: (1) What is the genesis of the relationships between North Macedonia and Greece and has Prespa Agreement speed up the process of EU accession process? (2) The Interim Accord between Athens and Skopje was signed in 1995. Why was it not possible to reach a compromise and sign the Prespa Agreement at that time?. The Prespa Agreement was signed on the Greek side of the Prespa lake on June 17th 2018 and is named by the location where the name issue was officially ended. The official name of the Prespa Agreement is “Final Agreement for the settlement of the differences as described in the United Nations Security Council Resolutions 817 (1993) and 845 (1993), the termination of the Interim Accord of 1995, and the establishment of a Strategic Partnership between the Parties”. The Prespa Agreement is supposed to be a solution to differences set in the resolutions 817 and 845 from 1993, likewise the Interim Accord from 1995, signed in New York. On the other side of the lake, were present representatives from the North Atlantic Treaty Organization and the European Union. The presence of the organizations mentioned above gives high importance for Western Balkans countries. This research aims to understand and explain both sides of the story, the mutual standing points, as well as their differences.

Technologies and Innovations in Regional Development : the European Union and its strategies
2022, znanstvena monografija

Opis: The subsequent volume revolves around the Social-Fields-Approach (SOFIA) as an approach to conceptualisation and operationalisation for the purpose of empirical research. It contributes a new perspective and approach in research on innovation. We believe that SOFIA can have implications for both academic research and practical applications in reshaping the existing instruments and governance arrangements in innovation policy. Whilst aplying SOFIA, we urge researchers to leverage the plurality of different qualitative, quantitative and mixed-method approaches in innovation studies, including less conventional methods, such as QCA (Ragin, 2008). Diligent application of SOFIA can also subsequently lead to the development of high-level theoretical contributions.

Primerjava implementacije javnih politik zaposlovanja mladih na območju Mestne občine Nova Gorica in Občine Ajdovščina : diplomska naloga visokošolskega univerzitetnega študijskega programa prve stopnje

Preučili smo javnopolitične igralce vse od nivoja Evropske unije, državnega nivoja in kasneje konkretne javne politike občin Nova Gorica in Ajdovščina.

Impact of circular economy as the EUʼs ambitious policy
Urška Fric, 2019, izvirni znanstveni članek

Opis: The article describes the role of legislative and legal framework which brought about a new approach to waste management through the concept of circular economy, and its drivers. We explicitly focus on the impact of ambitious EU environmental policy and its financial support from the European Commission (EC) which helped social actors recognize not only the ecological, but also the economic and social benefits of the circular economy. Over 50 actions under the “Circular Economy Action Plan” launched in 2015 have been delivered or are being implemented in this period in European Union (EU). Through overview of the EU’s ambitious policy, best practice of the circular economy in the world and status quo in circular economy at EU level we also show the circular economy is nowadays a crucial megatrend and there is still needed to increase up action at EU level, provide the competitive advantage it brings to EU economy and close the loop. Beside impact of ambitious EU environmental policy article focuses on the Cultural Political Economy (CPE) approach as a political economy approach with the purpose for explaining the role of legislative and legal framework as a mechanism for selection and retention of the paradigm of circular economy.
