An Ex Ante approach to the resilience and recovery plan’s impacts on sustainable tourism in Algarve and Alentejo

Opis: The European Union has been trying to adjust its tourism policy in response to the challenges posed by the recent COVID-19 pandemic. The funding of the EU Cohesion Policy has been one of the primary mechanisms guaranteeing that all regions can be prepared to receive tourists and cope with the sustainability challenges the pandemic has raised. The recovery and resilience plan (PRR) is the most recent instrument created to help economic growth in most European Union countries. The implementation of the PRR in Algarve and Alentejo has been fundamental to understanding the Portuguese tourism sector, as these regions are heavily dependent on tourism sector revenue and were hit hard by the consecutive lockdowns in recent years. Therefore, this policy, in brief, critically assesses the tourism-related projects that received funding from the PRR until November 2023 (ex ante) and their potential to guarantee long-term tourism sustainability in Algarve and Alentejo. Despite not achieving the expected efficiency results due to delays in project execution and low investment, the PRR is still a positive upgrade for tourism-related policy in Algarve and Alentejo.

Advancing circular economy in Slovenia : a systematic review of industrial symbiosis networks and their opportunities

Opis: This article reviews the development and strengths of Industrial Symbiosis Networks (ISN) in Slovenia, which is crucial for transitioning to a Circular Economy (CE). Industrial Symbiosis (IS), as one of the tools for implementing a circular economy, promotes the collaborative use of resources, energy, and waste among industries, enhancing resource efficiency and reducing environmental impact. However, challenges such as inadequate regulatory support, underdeveloped markets for secondary raw materials, financial constraints, lack of awareness, and data-sharing issues hinder IS adoption. This article systematically reviews CE opportunities to enhance IS, including examples, digital platforms, eco-industrial parks, and government initiatives, using the PRISMA model (Preferred Items for Systematic Reviews and Meta-Analysis). By addressing these challenges and leveraging opportunities, Slovenia can further integrate IS into its industrial framework, advancing its CE goals. This analysis provides a foundation for future research and policy development in Slovenian Industrial Symbiosis.

L’Armenia all’epoca di Putin : tra “trappole territoriali”, rischio di isolamento e geo-economie post-sovietiche

Opis: L’orgoglio di rappresentare un’antica cultura e un’antica religione, nonché una tradizione di resistenza alle varie potenze che di volta in volta si sono affermate in quello spazio, costituiscono oggi probabilmente la principale risorsa della comunità statuale armena. È un elemento di identità che significa per il Paese la consapevolezza di rischiare continuamente per la propria sopravvivenza in un contesto come quello del Caucaso, esposto a tensioni che si ripercuotono su una scala molto vasta. In queste circostanze il territorio armeno appare come un “buffer” tra grandi potenze, ex superpotenze in fasi di declino e potenze regionali in ascesa, che fanno spesso ricorso a espedienti geopolitici – tra i quali il cosiddetto “corridor approach” – per riaffermare posizioni di potere. Una situazione in cui la sopravvivenza millenaria del Paese, e della sua straordinaria cultura, appaiono qualche cosa di eroico, che merita l’attenzione di tutta l’umanità. Un fatto ancor più importante considerando che il Paese riesce a mantenere un ordinamento democratico, seppure tra drammatiche contraddizioni, e una politica di collaborazione internazionale. Le ultime evoluzioni, con l’“invasione” da parte dell’Azerbaigian del Nagorno Karabakh, e con il conseguente esodo della locale popolazione armena, tuttavia riportano all’attualità un passato di incubi che sembrava poter essere superato.

Regressione e rischio di estinzione per le piccole minoranze etnolinguistiche nella regione Alpe- Adria. Il caso delle isole germanofone e istrorumene.

Opis: Una delle principali caratteristiche delle aree di confine tra Italia, Slovenia e Croazia è la sua diversità etnolinguistica. Tuttavia, tale diversità è minacciata, oltre che una serie di problemi di tipo oggettivo, e dalle varie tendenze alla standardizzazione linguistica, anche da valutazioni e percezioni di carattere soggettivo, che finiscono per creare una situazione che è stata definita di “etnicità diffusa”. Lo scopo di questo articolo è analizzare tali minacce, che spesso si combinano a questioni identitarie, di riconoscimento di codici locali, ovvero di accettazione o anche imposizione di qualche standard nazionale. I risultati della ricerca dimostrano che, sebbene il numero dei parlanti di lingue minoritarie stia diminuendo ovunque, in diversi casi tali gruppi linguistici potrebbero sopravvivere. Così nel caso delle tre isole germanofone del Friuli; non così invece per l’isola di lingua tedesca di Sorica nelle Alpi slovene, che è di fatto scomparsa – proprio come altre isole germanofone una volta esistenti nella stessa area. Tra tutti i gruppi linguistici presenti nell’area di studio, quello istro-rumeno nella regione della Čičarija e più a sud nel Čepićko Polje, nell’Istria croata, è quello più a rischio. Addirittura, i pochi che ancora si riconoscono in questa minoranza sembrano non essere particolarmente interessati alla conservazione del loro stesso idioma, fatto che prospetta un ulteriore motivo di riflessione.

Technology transfer offices for better management of the university-industry collaboration : comparison of Slovenia, Italy, And Malta

Opis: The paper addresses a manifestation of University-Industry collaboration - the Technology Transfer Offices (TTO). The university-industry collaboration is relevant in the age of open innovation, and TTO serves as the meeting point between the two worlds. In this context, we are interested in how three specific cases of TTO operating in three distinct innovation ecosystems understand their role and how they perceive their strengths and weaknesses. The reader of the presented research will get an insight into three innovation ecosystems, each particular in its regard, and will learn that despite the differences among countries and cultures, the questions the TTO are struggling with are less diverse. A qualitative empirical study in three countries included focus group participants and expert representatives of academic-business technology transfer actors. To sum up, the respected countries need to carefully tailor innovation policies and explore the benefits of the TTO in boosting the commercialisation of products developed at universities.

Understanding public opinion formation in Southeast Europe : exploring social forces and communication dynamics

Opis: The article investigates the mechanisms through which social forces, networks, cognitive frames, and institutions shape public opinion in Southeast Europe via communication. Employing a qualitative approach, data was collected through synchronous focus groups conducted in six Southeast European countries. The findings reveal that social networks play a pivotal role in shaping public opinion, with organizational position and relationships influencing communication effectiveness. Cognitive frames significantly impact public perception, with entrenched beliefs guiding interpretation of information. Meanwhile, social institutions, such as language and communication rules, influence the clarity and accessibility of messages, thereby shaping public understanding. The research underscores the need for deeper research, ethical standards, and transparent communication to build and maintain public trust. Continuous engagement with the public and adaptability in communication strategies are essential for fostering mutual understanding and trust. This research emphasizes social forces’ complexity and overlapping nature in shaping public opinion and the strategic approaches required for effective communication in Southeast Europe.

Life cycle assessment of using firewood and wood pellets in Slovenia as two primary wood-based heating systems and their environmental impact

Opis: Sustainable use of biomass energy sources can reduce dependency on fossil fuels. Wood biomass is the primary source for heating in Slovenia, with firewood and wood pellets having the highest share. Slovenia’s largest consumers of wood fuels are households primarily using wood from their forests or imported wood pellets. This research used a life cycle assessment to analyze and evaluate the environmental impacts of using firewood and wood pellets for household heating in Slovenia for the first time. The results showed that wood logs have a considerably greater effect on stratospheric ozone depletion, ozone formation, and fine particulate matter (PM) formation. The impact on global warming was lower due to short transportation distances and using log boilers with high combustion efficiency (0.016 and 0.041 kg CO2 eq for wood log and wood pellet combustion, respectively). An increase in transportation distance from 100 km to 1000 km resulted in an 84.9% increase in the values for the categories ozone formation and human health, a 120.4% increase for fossil resource scarcity, and a 102.4% increase in global warming, supporting the premise that short distribution routes are necessary for more sustainable use of the energy source.

Tell me your companionship, and I will tell you who you are. Establishing and maintaining networking interactions of university-industry collaboration in the Danube region

Opis: University-Industry collaboration has drawn much attention in recent years when it comes to organizational studies. To enhance their competitiveness and innovativeness, Small and Medium Enterprises (SMEs) must be ready to interact with a broad range of external actors - as in our case, academic High-Performance Computers (HPC) centres. The present discussion will draw attention to processes of creation of networking interactions. The research was conducted in 14 countries of the Danube Region, and it reveals conditions for creating and maintaining networking interactions between academic HPC providers and SMEs working in the automotive or electronic sectors. The main research questions the article addresses are a) how the networking interactions are initiated and structured in the Danube region, and b) what are the characteristi of networking interactions between automotive and electronic sector SMEs and academic HPC providers of the region.
