Opis:V magistrski nalogi obravnavamo nastajanje države Kosovo. V prvem delu naloge analiziramo današnjo državo Kosovo z vidika različnih dejavnikov. Na podlagi analize številnih primarnih in sekundarnih virov smo analizirali zgodovinske, geografske in demografske faktorje, prav tako smo analizirali razvoj države, skozi ekonomski, gospodarski in mednarodni vidik Kosova. Prav tako smo analizirali vlogo mednarodne skupnosti pri nastajanju države od začetka devetdesetih let do danes. Skozi raziskovanje smo ugotovili, da se mednarodna skupnost na začetku devetdesetih let ni kosovski krizi posvečala v zadostni meri.Mednarodna skupnost se je na Kosovo osredotočila šele v drugi polovici devetdesetih let, medtem ko se je pogosto izkazovalo, da je bila Organizacija združenih narodov pri reševanju Kosovskega vprašanj neučinkovita.Med drugim se Varnostni svet Organizacije združenih narodov zaradi različnih notranjih interesov stalnih članic, na krize ni odzival pravočasno. Kljub temu velja izpostaviti, da je mednarodna skupnost preko misije KFOR in UNMIK na Kosovu opravila pomembno delo, predvsem z vidika demokratizacije in varnostnega vprašanja. Ključno breme izgradnje demokratične in socialno pravične družbe pa bo na ramenih državljanov Kosova. Obravnavana je tudi pravica Kosova do samoodločbe in reakcije držav na razglasitev neodvisnosti. Skozi raziskovanje je prav tako podana analiza področja pravosodja, carine in notranjih zadev. Tako lahko izpostavimo, da je država kljub začetnim težavam vseeno začela delovati, vendar dejansko danes država še nima popolne suverenosti, saj zaradi številnih nedorečenih zadev in nedokončanega dela ne zmore sama, brez zunanje pomoči, izvajati za državo potrebnih funkcij. Tako lahko sklenemo, da je Kosovo še vedno samostojna država, vendar ne v celoti in je torej protektorat mednarodne skupnosti.

Opis:In the master's thesis, wediscussed the emergence of the state of Kosovo.In the first part weanalyzed the present-day Kosovo state in terms of various factors. Based on an analysis of a number of primary and secondary sources, weanalyzed historical, geographical, demographic factors, we also analyzed the development of the country through the economic, economic and international aspect of Kosovo. Wealso analyzedthe role of the international community in the emergence of the country from the beginning of the nineties to the present. The task showed that the international community did not pay enough attention to the Kosovo crisis in the early 1990s because it dealt with other problems in the Balkans. The international community is more intensively involved in the events in Kosovo only in the second half of the 1990s. In all these years, the situation was often unthinkable when the United Nations Organization was pushed to the brink of action, at the same timeNATO took the initiative and actively joined the crisis. For this reason, we can conclude that the United Nations Security Council often does not respond to the crisis in time because of the various internal interests of the permanent members of the United Nations. Weconsider that the international community, through the KFOR and UNMIK mission, has done a lot of work in Kosovo, both in the area of security and in the civilian building of a democratic society. The crucial burden of building a democratic and socially just society will be on the shoulders of the citizens of Kosovo. The right of Kosovo to self-determination and the reaction of states to declare independence is also addressed. Webelieve that Kosovo had the right to internal self-determination and by abolishing autonomy the basis for the right to external self-determination. Wealso analyze the problems of the country in taking judicial, customs and police matters. Wecan conclude that, despite theinitial difficulties, the state started to operate. In reality, however, today the state does not yet have complete sovereignty, because it cannotdo it alone, without external assistance, because of the many unspecified issues, work in progress and problems, to carry out the necessary functions for the country. So we can conclude that Kosovo is still an independent statebut not in a whole range, so it is known asprotectorate of the international community.
