Title:ČEZMEJNO SODELOVANJE NA PODROČJU CIVILNE ZAŠČITE (VARSTVA PRED NARAVNIMI IN DRUGIMI NESREČAMI) MED ITALIJO IN SLOVENIJO

Abstract:V okviru magistrskega dela smo predstavili obsežen sistem čezmejnega sodelovanja v civilni zaščiti. Najprej smo se temeljito posvetili teoretičnemu ozadju čezmejnega sodelovanja, nato smo nadaljevali z analizo normativnih virov, ki urejajo razmerja med sosednjima državama Italijo in Slovenijo. V tem okviru smo predstavili tako zgodovinsko pomembne sporazume kot tudi bilateralne dogovore med obema državama. Sledila je obravnava koncepta kriznega upravljanja ter odziva kriznega menedžmenta v situacijah naravnih nesreč. Osredotočili smo se na pripravljenost Slovenije na obvladovanje velikih požarov, kar smo podrobno predstavili v okviru Državnega načrta zaščite in reševanja ob velikem požaru v naravnem okolju. V tem načrtu smo prav tako izpostavili delovanje kriznih teles, ki so ključna za učinkovit odziv v kriznih razmerah. Nadaljevali smo s predstavitvijo mehanizmov pomoči Evropske unije na področju civilne zaščite, vključno z njihovimi finančnimi možnostmi za financiranje čezmejnih projektov. To je ključno za zagotavljanje učinkovitega in usklajenega ukrepanja v primerih nesreč, ki presegajo nacionalne meje. Prek empirične raziskave, pri kateri smo uporabili kvalitativno paradigmo, smo ugotovili, da med državama obstaja dobro čezmejno sodelovanje, vendar še ni povsem usklajeno. Da bi dosegli višjo stopnjo enotnosti, je ključno okrepiti preventivne ukrepe. Povečanje medsebojnega druženja in izvedba skupnih vaj bi lahko bistveno prispevala k temu cilju. Med pozitivnimi točkami izstopa podpis sporazuma med državama leta 2022, vendar je pomembno opozoriti, da določene pomanjkljivosti še niso bile rešene, npr. vprašanje priznavanja italijanskih voznikov kamionov in njihovih vozniških dovoljenj ostaja nerešeno, kar kaže na potrebo po nadaljnjem usklajevanju.

Title:CROSS-BORDER COOPERATION IN THE FIELD OF CIVIL PROTECTION (PROTECTION AGAINST NATURAL AND OTHER DISASTERS) BETWEEN ITALY AND SLOVENIA
Abstract:As part of our master's thesis, we presented an extensive system of cross-border cooperation in civil protection. Firstly, we thoroughly delved into the theoretical background of cross-border collaboration, followed by an analysis of normative sources regulating the relations between the neighboring countries, Italy and Slovenia. Within this context, we introduced historically significant agreements as well as bilateral arrangements between the two countries. Subsequently, we addressed the concept of crisis management and the response of crisis management in natural disaster situations. We focused on Slovenia's readiness to manage significant fires, which we elaborated on in the framework of the national plan for protection and rescue in the event of a major fire. In this plan, we also highlighted the functioning of crisis bodies, crucial for an effective response in crisis scenarios. We proceeded with a presentation of the mechanisms of assistance provided by the European Union in the field of civil protection, including their financial options for funding cross-border projects. This is essential for ensuring efficient and coordinated actions in situations that transcend national borders. Through our analysis, we found that there exists a robust cross-border cooperation between the two countries, though it is not yet fully harmonized. To achieve a higher level of unity, it is crucial to strengthen preventive measures. Increased mutual interaction and joint exercises could significantly contribute to this goal. Noteworthy among the positive aspects is the signing of an agreement between the two countries in 2022; however, it is important to note that certain deficiencies have not yet been resolved. For example, the issue of recognizing Italian truck drivers and their licenses remains unresolved, indicating the need for further coordination.
