Abstract:V Sloveniji koncesije predstavljajo ključni način za zagotavljanje določenih zdravstvenih storitev. Gre za mehanizem, kjer se določenim zasebnim izvajalcem podeli pravica do izvajanja zdravstvenih dejavnosti, običajno na primarni ravni zdravstvenega sistema. Ta model omogoča raznolikost ponudbe zdravstvenih storitev, vendar se sooča tudi z izzivi nadzora, kakovosti storitev ter zagotavljanjem enake dostopnosti do oskrbe za vse prebivalce. V prvem delu diplomske naloge so predstavljeni ključni pojmi in opredelitve javne uprave, javne službe, zgodovina zdravstvenega sistema v Sloveniji, uvedba koncesijskega sistema, podrobneje je razložena definicija pojma koncesij. V drugem delu diplomske naloge so s pomočjo intervjuja pridobljeni podatki, s katerimi je narejen pregled in prikaz koncesij na primarni ravni zdravstvenega sistema v dolenjski regiji. Koncesionarjem je zastavljenih 19 vprašanj vezanih na njih, njihovo koncesijo in njihovo delo

Title:Concessions at the primary level of the health system in the Dolenjska region
Abstract:In Slovenia, concessions are an important way of providing certain healthcare services. This is a mechanism whereby certain private providers are granted the right to provide healthcare services, usually at the primary level of the healthcare system. This model allows for a diversity of health services, but also faces the challenges of control, quality of services and ensuring equal access to care for all residents. The first part of the paper presents key terms and definitions of public administration, public service, the history of healthcare in Slovenia, the introduction of the concession system and a more precise definition of the concept of concessions. In the second part of the thesis, the data was obtained by means of an interview, which served to examine the concessions at the primary level of the health care system in the Dolenjska region. The concessionaires were asked 19 questions about themselves, their concession and their work.
