Abstract:Lobiranje je profesija koja ima svoju povijest. Razvija se od svojih početaka pa sve do danas, zadnjih devedeset godina razvijala od svojih početaka pa sve do danas, kada se misli i govori o Bruxellesu i Washingtonu. Jasno postoje i drugi putevi kojima je lobiranje išlo, ali tek je u prošlom stoljeću kao takvo i priznato. Veliki centri lobiranja su Washington i Bruxelles koji su imali nešto različitiji tijek početaka i razvoja, a u nekim su točkama imali i zajedničkoga, što je neminovno pogotovo kada države međusobno surađuju i posluju. Takva je bila situacija i u ovom primjeru. Tko radi i griješi, takva je bila i situacija u ova dva centra koji danas imaju posložene zakone, propise i pravila kada se govori o lobiranju. To znači, da su oba centra željela tijekom vremena napraviti red i zakon kojim se regulira lobiranje kao profesija i ponašanje lobista koji u tom procesu sudjeluju. Vrlo bitna stavka je ta da oba lobistička centra imaju registar lobista i imaju određena pravila kada se radi o plaćanjima za usluge lobiranja. Ovim se je željelo ukazati na to da se želi pratiti rad lobista, financijska uplata i tijek novca koji se provlači za plaćanje usluga lobiranja. Na taj se način željelo na minimum spustiti mogućnost dolaska do sukoba interesa i korupcije, s čime se svi u svijetu bore. Jasno, svaki od lobističkih centara poput Bruxellesa i Washingtona imaju svoje prednosti i slabosti o čemu se govori u ovom radu.

Title:Razlike med lobiranjem v Bruslju in Washingtonu
Abstract:Lobbying is a profession that has its own history and has been developing for the last ninety years from its beginnings until today when one thinks of Brussels and Washington. There are clearly other ways that lobbying went, but it was only in the last century that it was recognized as a profession. The big centers of lobbying are Washington and Brussels, which had a slightly different course of beginnings and development, and in some points they had something in common, which is inevitable, especially when countries cooperate and do business with each other. That was the situation in this case as well. As when everyone works and makes mistakes, this is the situation of these two centers that have arranged laws, regulations and rules when talking about lobbying. This means that both centers wanted over time to create a specific law that regulates lobbying as a profession and the behavior of lobbyists who participate in that process. A very important point is that both lobbying centers have a register of lobbyists and have certain payments for lobbying services. This was intended to indicate that the work of lobbyists, the financial payment and the flow of money that goes through to pay for lobbying services, should be monitored. In this way, they wanted to minimize the possibility of conflicts of interest and corruption, which everyone in the world struggles with. Clearly, each of the lobbying centers like Brussels and Washington have their strengths and weaknesses, which is discussed in this paper.
