Title:Primerjava Ustanove za krepitev človekove varnosti in Mednarodnega centra za humanitarno razminiranje iz Ženeve : dejavnika diplomacije mehke moči

Abstract:V magistrski nalogi smo na podlagi literature in virov predstavili teoretična izhodišča sodobne javne diplomacije in pojem mehke moči, ki deluje na privlačnosti. Glavni viri mehke moči so kultura, vrednote in zunanja politika. Pomemben dejavnik diplomacije mehke moči so tudi nedržavni akterji. Pet ustanov na področju protiminskega delovanja smo primerjali skozi prizmo think tankov. Podrobneje smo analizirali in primerjali dve ustanovi, in sicer ITF - Ustanovo za krepitev človekove varnosti, in GICHD - Mednarodni center za humanitarno razminiranje iz Ženeve, kot značilna dejavnika diplomacije mehke moči. Slovenska diplomacija je povezana z nastankom države Slovenije pred petindvajsetimi leti, ki velja za novo in malo državo. Pri načrtovanju in izvajanju zunanje politike je tako treba upoštevati specifične značilnosti in omejene materialne zmogljivosti. Zato lahko male države, med njimi je tudi Slovenija, pomanjkanje finančnih in kadrovskih virov nadomestijo z uporabo mehke moči. Strategija zunanje politike Republike Slovenije med ključnimi elementi zunanjepolitičnega delovanja navaja ITF, Ustanovo za krepitev človekove varnosti, ki deluje na področju pokonfliktne rehabilitacije. Skozi analizo in primerjavo Ustanove za krepitev človekove varnosti in Mednarodnega centra za humanitarno razminiranje iz Ženeve smo predstavili tiste elemente, ki obe ustanovi uvrščajo med značilna dejavnika mehke moči, vendar med njima obstajajo podobnosti in razlike. Obe ustanovi delujeta na področju humanitarnega razminiranja in človekove varnosti. ITF zbira in upravlja sredstva za organiziranje in financiranje protiminske dejavnosti, GICHD pa je svetovalna organizacija, ki je pomembna predvsem na področju normativne dejavnosti. V času svojega delovanja sta pridobili znanja in izkušnje, ki so lahko medsebojno uporabne za učinkovitejše delovanje obeh ustanov.

Abstract:In this master thesis we present theoretical basis of up-to-date public diplomacy and the term soft power, which is based on attractiveness. The main sources of soft power are culture, values and foreign policy. Important factors of soft power diplomacy are also non-governmental actors. We compared five institutions in the area of demining through the prism of think tanks. We analysed two of the institutions in more detail, these are ITF - Enhancing Human Security and GICHD - Geneva International Centre for Humanitarian Demining, as the two of the most typical actors of soft power diplomacy. Slovenian diplomacy is closely related to Slovenias ainin its independence twenty-five years ago, which is believed to be a small and new country. Therefore, when planning and carrying out foreign policy specific attributes and limited material performance need to be taken into consideration. Due to the fact, small countries like Slovenia, can replace the lack of financial and human resources with the use of soft power. The foreign policy strategy of Slovenia names ITF, Enhancing Human Security, as the key element in providing support in post-conflict rehabilitation. Throughout the analysis and the comparison of Enhancing Human Security and Geneva International Centre for Humanitarian Demining we presented those elements that both institutions place amongst typical actors of soft power, however there are some similarities and differences between the two. Both institutions operate in the area of humanitarian demining and enhancing human security. ITF gathers the resources for organising and financing mine action, while GICHD is a consulting organisation, important particularly in the field of normative activities. In the time of their operations they both gained knowledge and experience, which can be useful for more effective operations of both institutions.
