Abstract:Ob vstopu Slovenije v Evropsko unijo 1. maja 2004 je postala Republika Slovenija upravičena do črpanja sredstev iz evropskih skladov. Črpanje iz evropskih skladov Republiki Sloveniji omogoča hitrejši razvoj in zmanjševanje razvojnih razlik med regijami, a samo črpanje sredstev EU še ne pomeni, da je bil namen dosežen. Pri črpanju sredstev EU veljajo stroga pravila, ki jih je treba upoštevati in spoštovati, zagotoviti je treba tudi ustrezen nadzor nad namensko uporabo sredstev EU, pri čemer je treba zagotavljati odgovorno, transparentno porabo sredstev EU. Države članice, ki so prejemnice sredstev EU, so pri porabi sredstev EU dolžne zagotavljati ustrezne kontrolne mehanizme. Republika Slovenija kot prejemnica sredstev EU je dolžna sprejemati in ustrezno razumeti sprejete uredbe na področju kohezijske politike, pripravljati ustrezne nacionalne pravne vire, bodisi pri postopkih dodeljevanja sredstev EU bodisi pri vzpostavitvi učinkovitih kontrolnih mehanizmov pri spremljanju črpanja sredstev EU.

Abstract:With the EU accession on 1 May 2004, the Republic of Slovenia has become eligible for EU funds. The absorption of EU funds enables faster development of the Republic of Slovenia and reduces disparities in development between different regions, but the absorption of EU funds alone does not mean that the purpose has been achieved. The absorption of EU funds is subject to strict rules to be followed and respected. It is necessary to ensure an adequate control over the specific use of EU funds while providing responsible and transparent use of EU funds. Member States receiving EU funds are responsible for providing adequate control mechanisms when spending EU funds. As a recipient of EU funds, the Republic of Slovenia is responsible to adopt and understand regulations on cohesion policy, and prepare adequate national legal resources, either on the allocation of EU funds or the implementation of effective controlmechanisms for monitoring the absorption of EU funds.
