Abstract:
Z izvršbo se prisilno izvrši upnikova terjatev. Izvršilni postopek se lahko začne le na podlagi primernega izvršilnega naslova. Izvršilne naslove v upravnem postopku temeljno opredeljuje Zakon o splošnem upravnem postopku,preostale izvršilne naslove pa določajo še Zakon o upravnem sporu, Zakon o izvršbi in zavarovanju ter Zakon o davčnem postopku. Diplomsko delo je pretežno nastalo na podlagi deskriptivne metode in v manjši meri na podlagi induktivno-deduktivnega pristopa ter analize in interpretacije. Namen diplomskega dela je bil zajeti izvršilne naslove, ki so uzakonjeni, ter preučiti lastnosti izvršb, ki jih pozna upravni postopek. Opredeljeni so udeleženci izvršilnega postopka in njihova vloga v njem. Delo zajema pojme izvršljivost, dokončnost in pravnomočnost. Opredeljena je konstitucija izvršilnega postopka v zvezi z naravo pravnih aktov in organi, ki izvršbo opravijo. Predstavljena je problematika izvršilnih naslovov. Diplomsko delo zajema kompleksne strukture izvršilnih naslovov v upravnem postopku, zato je delo uporabno za celosten in hiter pregled postopka ter najpomembnejših stališč sodne prakse. Na določenih predelih opozarja tudi na tista področja, ki so bila bodisi spremenjena bodisi bi bila potrebna dopolnitev ali ponovnih sprememb. Delo zajema relevantne predpise in novejšo ali pomembnejšo sodno prakso.

Abstract:
With execution we force to carry out debt. Enforcement proceedings should only be started on the base of appropriate executive address. Basic executive addresses are determined in Administrative Procedure Act. Other addresses are defined in Administrative Dispute Act (ZUS-1), Enforcement and Insurance Act (ZIZ) and Tax Procedure Act. The thesis is mainly based on a descriptive method, to lesser extent on inductive-deductive approach and analysis and interpretations. The purpose of the thesis is to cover all executive addresses that are legalized and to examine all qualities in Slovenian administrative procedure. The thesis defines the participants in the executive address and their role. The thesis covers the concepts of enforceability, finality and finality. The constitution of the enforcement procedure is defined in relation to the nature of legal acts and the authorities that carry out the enforcement. Part of the degree is written on the issue of executive addresses. The thesis covers the entire structure of executive addresses. It is a comprehensive and quick overview of the administrative procedure and some really important opinions in juridical verdicts. To some extent, the degree calls our attention to the areas that were either changed or would need completion or another change. The thesis includes all relevant acts and newer or more important juridical verdicts.
