Title:Vloga sveta zavoda v procesu upravljanja javnih zdravstvenih zavodov

Abstract:V Republiki Sloveniji se zdravstvena dejavnost izvaja preko javne zdravstvene mreže, v katero so vključeni javni zdravstveni zavodi in posamezniki s koncesijo. Glavno načelo pri organizaciji teh zavodov ni dobiček, temveč zagotavljanje javne službe. Kljub temu je pomembno, da zavodi delujejo ekonomsko učinkovito. Upravljanje javnih zdravstvenih zavodov v Sloveniji poteka v starem pravnem okviru veljavnega Zakona o zavodih. Organ upravljanja je svet zavoda, ki ga sestavljajo predstavniki ustanovitelja, uporabnikov in zavarovancev ter predstavniki delavcev zavoda. Preko predstavnikov ustanovitelja ima v svetih zavodov ustanovitelj posreden vpliv, ko gre za spremljanje dela in razvoja, določanje finančnega načrta in letnega poročila, razširitve dejavnosti, dajanje predlogov in mnenj in drugo. Namen magistrske naloge je preučiti in prikazati vlogo svetov zavodov ter njihov vpliv na učinkovitost in uspešnost upravljanja zdravstvenih zavodov, prepoznati morebitne pomanjkljivosti na podlagi raziskave in analize strokovne literature ter predlagati izboljšave za učinkovitejše upravljanje javnih zdravstvenih zavodov. Čeprav je v zadnjih dveh letih prišlo do zakonodajnih sprememb na področju delovanja in upravljanja zavodov, ugotavljamo, da zakonodaja na tem področju ostaja rigidna in zastarela, kar otežuje učinkovito upravljanje. V raziskavi so sodelovali člani svetov zavodov, ki so predstavniki ustanovitelja, Zavoda za zdravstveno zavarovanje Slovenije, zaposlenih in uporabnikov. Raziskava je pokazala, da trenutni člani svetov zavodov ocenjujejo, da so dobro usposobljeni za delo v svetih zavodov ter da prisotnost različnih strokovnih kompetenc in poklicnih profilov med člani sveta zavoda pozitivno vpliva na njegovo uspešno delovanje. Strokovna usposobljenost, etičnost, politična nevtralnost, redno usposabljanje, jasne pristojnosti, odgovornost in avtonomija svetov so ključni za uspeh pri učinkovitem upravljanju javnih zdravstvenih zavodov.

Title:The Role of the Institutional Council in the Management of Public Health Institutions
Abstract:In the Republic of Slovenia, healthcare is carried out through the public health network which is carried out by public health institutes and individuals with a concession. The main principle in the organization of these institutes is not profit, but the provision of public service. Nevertheless, institutes must operate economically efficiently. The management of public healthcare institutes in Slovenia takes place within the old legal framework of the Institutes Act. The governing body in public healthcare institutes is the council of the institute which consists of representatives of the founder, representatives of the institute's employees, and representatives of users and insured persons. Through the founder's representatives in the institutes’ councils, the founder has indirect influence when it comes to monitoring work and development, determining the financial plan and annual report, expanding activities, giving suggestions and opinions, and more. The purpose of the master's thesis is to study and show the role of councils of institutes and their influence on the efficiency and effectiveness of the management of health institutes, to identify possible shortcomings based on research and analysis of scientific literature, and to propose improvements for more efficient management of public health institutes. Although there have been legislative changes in the field of operation and management of institutes in the recent two years, we note that the legislation in this area remains rigid and outdated, which makes effective management difficult. Members of institute councils who are representatives of the founder, the Health Insurance Institute of Slovenia, employees, and users, participated in the research. The research showed that the current members of institute councils estimate that they are well qualified to work in institute councils and that the presence of different professional competencies and professional profiles among institute board members has a positive effect on its successful operation. Professional competence, ethics, political neutrality, regular training, clear powers, responsibility, and autonomy of councils are key to success in the effective management of public health institutes.
