Title:Načini in izzivi vodenja slovenskih infrastrukturnih projektov : magistrsko delo študijskega programa druge bolonjske stopnje Management poslovnih sistemov

Abstract:Magistrska naloga obravnava projektno vodenje prometno-infrastrukturnih projektov v Republiki Sloveniji. Cilj naloge je ugotoviti, katerih metod vodenja se projektni vodje najpogosteje poslužujejo ter kateri so ključni izzivi v praksi. Raziskava temelji na kombinaciji teoretičnega pregleda strokovne literature in intervjujev z vodji projektov, zaposlenih na Ministrstvu za infrastrukturo. Predstavljene so prednosti in slabosti uporabe klasičnih in agilnih metod vodenja projektov ter postopki uvrščanja projektov v proračun Republike Slovenije. Raziskava je pokazala, da se projektni vodje najpogosteje poslužujejo klasičnih metod vodenja, vendar ti tradicionalni modeli v določenih fazah projekta pogosto ne zadoščajo kompleksnosti, zato se uporabijo tudi metode agilnega vodenja. Med najpogostejšimi izzivi pri vodenju projektov izstopajo obvladovanje sprememb in tveganj, kot so zamude, podražitve, težavno usklajevanje deležnikov ter pomanjkanje digitalnih orodij in strokovno-tehničnega kadra. Na podlagi analiz je predlagan model vodenja, ki združuje prednosti klasičnega in agilnega pristopa ter omogoča boljše obvladovanje sprememb in večjo učinkovitost pri doseganju ciljev. Magistrsko delo tako predstavlja pomemben prispevek k razumevanju značilnosti in izboljšanju učinkovitosti projektnega vodenja v javni upravi ter ponuja konkretne predloge za optimizacijo praks vodenja infrastrukturnih projektov, financiranih iz javnih sredstev.

Abstract:The master's thesis examines project management of transport infrastructure projects in the Republic of Slovenia. The aim of the thesis is to identify the project management methods most commonly used by project managers and to recognize the key challenges encountered in practice. The research is based on a combination of theoretical review of professional literature and interviews with project managers employed at the Ministry of Infrastructure. It presents the advantages and disadvantages of using traditional and agile project management methods, as well as the procedures for including projects in the national budget of the Republic of Slovenia. The study reveals that project managers most frequently rely on traditional management methods, however these conventional models often fail to meet the complexity of certain project phases, leading to the use of agile methods as well. The most common challenges in project management include managing changes and risks such as delays, cost overruns, difficult stakeholder coordination, and a lack of digital tools and qualified technical staff. Based on the analysis, a management model is proposed that combines the strengths of both traditional and agile approaches, enabling better change management and greater efficiency in achieving project goals. The thesis thus makes an important contribution to the understanding of project management characteristics in public administration and offers concrete suggestions for optimizing the management practices of infrastructure projects funded by public resources.
