Title:Financiranje nevladnih invalidskih organizacij: študija primera Društva Vita in Centra Korak

Abstract:Nevladne organizacije (NVO) na področju invalidskega varstva v Sloveniji predstavljajo pomemben del sistema socialnih storitev, saj izvajajo programe v javnem interesu, ki so umeščeni v reguliran institucionalni okvir. Njihovo delovanje je v veliki meri odvisno od javnih in institucionalno pogojenih virov financiranja, kar odpira vprašanja stabilnosti, ranljivosti in dolgoročne vzdržnosti. Namen naloge je analizirati finančno strukturo in podporne mehanizme izbranih invalidskih nevladnih organizacij ter ugotoviti, kako institucionalni okvir in struktura financiranja vplivata na njihovo delovanje. Empirični del naloge temelji na primerjalni analizi Društva Vita in Centra Korak, Kranj v obdobju 2020–2024. Raziskava pokaže, da se Društvo Vita pretežno financira prek razpisno pogojenih javnih sredstev, kar omogoča vsebinsko prilagodljivost, hkrati pa povečuje negotovost pri dolgoročnem načrtovanju. Center Korak, Kranj pa deluje v okviru institucionalnega financiranja socialnovarstvenih storitev, kar zagotavlja večjo stabilnost in kontinuiteto izvajanja programov, vendar omejuje razvojno fleksibilnost zunaj normativno določenih okvirov. Analiza potrjuje, da finančna vzdržnost invalidskih nevladnih organizacij ni odvisna zgolj od notranje organizacijske učinkovitosti, temveč predvsem od njihove institucionalne umeščenosti, značilnosti javnofinančnih podpornih mehanizmov ter vloge lokalne podpore in socialnega kapitala. Dopolnilni lokalni viri in partnerstva ne nadomeščajo sistemskega financiranja, temveč delujejo kot nadgradnja obstoječim podpornim mehanizmom. Zaključek naloge poudarja, da enoten model financiranja ne more ustrezno nasloviti raznolikih potreb invalidskih nevladnih organizacij. Dolgoročna vzdržnost je rezultat uravnoteženja med stabilnostjo institucionalne podpore in prilagodljivostjo delovanja v lokalnem okolju, kar odpira prostor za nadaljnje razprave o razvoju diferenciranih podpornih pristopov v javnem interesu.

Title:Funding of Non-Governmental Disability Organizations: a Case Study of the Vita Association and Center Korak
Abstract:Non-governmental organizations (NGOs) in the field of disability services in Slovenia represent an important component of the social services system, as they deliver programs of public interest within a regulated institutional framework. Their operation is largely dependent on public and institutionally conditioned funding sources, which raises questions of stability, vulnerability, and long-term sustainability. The aim of this thesis was to analyze the financial structure and support mechanisms of selected disability NGOs and to examine how the institutional framework and funding structure affect their operation. The empirical part of the thesis is based on a comparative analysis of Društvo Vita and Center Korak, Kranj in the period 2020–2024. The findings show that Društvo Vita relies predominantly on project-based public funding, which allows greater programmatic flexibility but increases uncertainty in long-term planning. Center Korak, Kranj on the other hand, operates within an institutional funding model for social care services, providing greater financial stability and continuity of service delivery, while limiting developmental flexibility beyond normatively defined frameworks. The analysis confirms that the financial sustainability of disability NGOs is not determined solely by internal organizational efficiency, but primarily by their institutional embeddedness, the characteristics of public funding mechanisms, and the role of local support and social capital. Supplementary local resources and partnerships do not replace systemic funding, but function as buffering mechanisms during periods of institutional fluctuation. The conclusion emphasizes that a single funding model cannot adequately address the diverse needs of disability NGOs. Long-term sustainability is achieved through balancing institutional stability with local adaptability, highlighting the need for differentiated support approaches in the public interest.
