Abstract:Magistrska naloga obravnava umetno inteligenco kot del digitalne preobrazbe javne agencije AJPES. Izhaja iz predpostavke, da uvajanje umetne inteligence v javnem sektorju ni zgolj tehnološka nadgradnja, temveč tudi organizacijska sprememba, ki vpliva na delovne procese, kakovost storitev, kompetence zaposlenih ter zaupanje v delovanje javnih institucij. V tem okviru je AJPES obravnavan kot primer javne agencije, pri kateri se vprašanja digitalizacije, upravljanja podatkov, zanesljivosti storitev in organizacijske pripravljenosti neposredno povezujejo z možnostmi uporabe umetne inteligence. Namen magistrske naloge je proučiti, kako zaposleni v AJPES-u zaznavajo uvajanje umetne inteligence kot del digitalne preobrazbe agencije ter kakšne priložnosti in tveganja pri tem prepoznavajo. Teoretični del naloge obravnava temeljne koncepte umetne inteligence, njeno uporabo v javni upravi, pravne in etične vidike ter organizacijske pogoje za njeno odgovorno in učinkovito implementacijo. Empirični del temelji na anketni raziskavi med zaposlenimi v AJPES-u in se osredotoča na njihove zaznave glede vpliva umetne inteligence na učinkovitost dela, kakovost storitev, spremembe delovnih nalog ter odnos do priložnosti in morebitnih tveganj, ki jih prinaša nadaljnja digitalna preobrazba. Osrednje izhodišče naloge je, da uspešno uvajanje umetne inteligence v javni agenciji ni odvisno le od tehnoloških rešitev, temveč tudi od organizacijskih, kadrovskih, pravnih in etičnih dejavnikov. Pri tem imajo pomembno vlogo zaupanje zaposlenih, jasna pravila uporabe, ustrezne kompetence, kakovost podatkov ter postopno in premišljeno uvajanje sprememb. Naloga s tem prispeva k boljšemu razumevanju umetne inteligence kot razvojnega in organizacijskega dejavnika v javnih agencijah ter ponuja izhodišča za nadaljnje strateško načrtovanje digitalne preobrazbe v AJPES-u.

Title:Artificial Intelligence in the Digital Transformation of Public Agency AJPES
Abstract:The master’s thesis examines artificial intelligence as part of the digital transformation of the public agency AJPES. It is based on the premise that the introduction of artificial intelligence in the public sector is not merely a technological upgrade but also an organisational change that affects work processes, service quality, employee competencies, and trust in the functioning of public institutions. In this context, AJPES is examined as an example of a public agency in which issues of digitalisation, data governance, service reliability, and organisational readiness are directly connected with the possibilities of using artificial intelligence. The purpose of the master’s thesis is to examine how employees at AJPES perceive the introduction of artificial intelligence as part of the agency’s digital transformation and what opportunities and risks they identify in this process. The theoretical part of the thesis discusses the fundamental concepts of artificial intelligence, its use in public administration, legal and ethical aspects, and the organisational conditions required for its responsible and effective implementation. The empirical part is based on a survey conducted among employees at AJPES and focuses on their perceptions of the impact of artificial intelligence on work efficiency, service quality, changes in work tasks, and their attitudes towards the opportunities and potential risks brought about by further digital transformation. The central premise of the thesis is that the successful introduction of artificial intelligence in a public agency depends not only on technological solutions, but also on organisational, human resource, legal, and ethical factors. In this regard, employee trust, clear rules of use, appropriate competencies, data quality, and the gradual and carefully considered implementation of changes play an important role. The thesis thereby contributes to a better understanding of artificial intelligence as a developmental and organisational factor in public agencies and provides a basis for further strategic planning of digital transformation in AJPES.
