Abstract:Direktiva NIS 2 in ZInfV-1 prenašata odgovornost za kibernetsko varnost s tehnične ravni na poslovodstvo. NIS 2 opredeljuje to varnost bolj eksplicitno, zaradi česar pri prenosu v slovensko pravo nastajajo vrzeli. V praksi razmejitev vlog med vodstvom in IT pogosto ni jasna, kar slabi odzivnost na incidente. Učinkovito obvladovanje zato terja usklajeno delovanje obeh ravni. Naloga oblikuje priporočila za organizacije in zakonodajalca.

Abstract:The NIS 2 Directive and ZInfV-1 shift responsibility for cybersecurity from the technical level to senior management. NIS 2 defines it more explicitly, which creates gaps in its transposition into Slovenian law. In practice, the division of roles between management and IT is often unclear, which weakens responsiveness to incidents. Effective management therefore requires the coordinated action of both levels. The thesis formulates recommendations for organizations and for the legislator.
