Title:Aktivno državljanstvo mladih v preteklosti, sedanjosti in prihodnosti: pomen mladinskega organiziranja za lokalne skupnosti v Republiki Sloveniji

Abstract:Mladinske organizacije v Sloveniji imajo pomembno vlogo pri vključevanju mladih v družbo. Tako je bilo že v časih bivše države in tako je tudi danes. Za Slovenijo, kot mlado in postsocialistično državo, veljajo nekatere zakonitosti, marsikaj pa se na številnih področjih od obdobja osamosvojitve ni spremenilo. Tako je tudi na področju mladinskega organiziranja v Sloveniji, za katerega lahko trdimo, da je usmerjeno dvotirno, saj imamo zelo močne in avtonomne študentske organizacije, na drugi strani pa se mladinski sveti lokalnih skupnosti težko primerjajo s študentskimi organizacijami tako z vidika avtonomije kakor tudi logistične in finančne podpore, ki jo prejmejo s strani države. Študije mladih postajajo vse pomembnejša tema tudi v Sloveniji, še posebej v časih, ko prevladujejo individualistične vrednote in razmišljanja. Če v obdobju prvih dvajset let države ni bilo veliko analiz in raziskav z vidika proučevanja mladih in mladinskih organizacij, se stanje izboljšuje. Lokalne skupnosti imajo pomembno vlogo pri sodelovanju in spodbujanju mladih in organizacij, v katere se vključujejo. Lokalna samouprava v Sloveniji se je zelo razvila in v ospredje prehajajo tudi teme, kot so participacija, usposabljanje in sodelovanje občanov. Ob tem pa imamo zakonodajni okvir, ki to spodbuja, po drugi strani pa ima Slovenija kot država z veliko razvojnimi razlikami še veliko izzivov, ki jih bo treba preseči za enakomeren razvoj in spodbujanje mladih in mladinskih organizacij po državi. V sklopu doktorske disertacije je bila s kvantitativno in kvalitativno metodo opravljena raziskava, ki se je izvajala decembra 2020 in januarja 2021. V njej je sodelovalo 157 slovenskih občin in 23 mladinskih svetov lokalnih skupnosti. V raziskavi smo proučevali, s kakšnimi ukrepi in instrumenti zagotavljajo slovenske občine participacijo mladih v lokalnih skupnostih, po drugi strani pa smo na strani mladinskih svetov lokalnih skupnosti preverjali, kakšne pogoje za participacijo mladih zagotavljajo mladim slovenske občine. Ugotovljeno je bilo, da veliko slovenskih občin nima pogojev, ki bi ustrezali in podpirali participacijo mladih prek instrumentov, ki jih predvideva Zakon o javnem interesu v mladinskem sektorju, za kar obstaja več razlogov. Tam, kjer so ustanovljene in podprte mladinske strukture, je stanje glede ukrepov za participacijo in življenje mladih boljše v obliki sprejetih strategij in ukrepov, ki omogočajo mladim boljše življenje. Za Slovenijo je značilno, da je centralizirana država, tako z vidika regionalnega razvoja kakor tudi drugih storitev, ki bi jih država nudila državljanom. Zaradi tega se dogaja centralizacija tudi na področju mladinskega dela, medtem ko številne manjše lokalne skupnosti nimajo pogojev, da bi lahko izvajali mladinsko delo in politiko. V mednarodnem vidiku ugotavljamo, da se Slovenija po organiziranosti mladinskega sektorja uvršča nekje na sredino evropskih držav, saj ne more tekmovati z bogatim severom in jedrnimi državami, medtem ko je na jugu stanje precej slabše. V zaključku disertacije so predstavljeni predlogi za izboljšanje položaja mladinskega organiziranja v Sloveniji tako z vidika zakonodaje kakor tudi logističnih vidikov.

Title:Active citizenship of young people in the past, present and future: the importance of youth organising for local communities in the Republic of Slovenia
Abstract:In Slovenia youth organizations play an important role in the integration of young people into society. This was true in the times of the former country, and it remains so today. To Slovenia, a young and post-socialist country, certain legalities apply, including the fact that many things have not changed in various areas since its independence. This applies to the field of youth organization in Slovenia, which can be described as twin-track: we have very strong and autonomous student organizations on the one side, and youth councils of local communities on the other, which are difficult to compare with student organizations, both in terms of autonomy and logistical and financial support provided by the state. The study of young people is becoming an increasingly important topic in Slovenia, especially in times when individualistic values and thinking prevail. Although there were not many analyses and research conducted on young people and youth organizations in the first two decades of the country, the situation is improving. Local communities play an important role in the cooperation and promotion of young people and the organizations they engage with. Local self-government in Slovenia has developed significantly, and issues such as participation, training, and citizen collaboration are coming to the forefront. This is also encouraged by the legislative framework in place. However, as a country with significant developmental differences, Slovenia faces many challenges that it has to overcome to achieve equal development and promote young people and youth organizations across the country. As part of the doctoral dissertation, a study was conducted using quantitative and qualitative methods, which took place in December 2020 and January 2021, involving 157 Slovenian municipalities and 23 youth councils of local communities. The research examines the measures and instruments through which Slovenian municipalities ensure the participation of young people in local communities, while also exploring the conditions for youth participation provided by Slovenian municipalities from the perspective of youth councils of local communities. It was found that many Slovenian municipalities lack the adequate conditions necessary to support youth participation through the instruments envisaged by the Public Interest in Youth Sector Act, and there are several reasons for it. It was also found that in areas where youth structures are established and supported, the situation regarding measures for participation and the quality of young people's lives is better in the form of adopted strategies and measures that enable a better life for young people. Slovenia is characterized as a centralized state, both from the perspective of regional development and other services that the state would provide to its citizens. As a result, centralization also occurs in the field of youth work, while many smaller local communities lack the conditions to implement youth work and policies. From an international perspective, Slovenia ranks somewhere in the middle among European countries in terms of the organization of the youth sector, as it cannot compete with the wealthy North and central countries, while the situation is considerably worse in the South. The conclusion of the dissertation presents proposals to improve the position of youth organization in Slovenia, both in terms of legislation and logistical aspects.
