Title:Inovativni pristopi vodenja v primarnem javnem zdravstvu

Abstract:Dandanes se zdravstvene institucije vse bolj soočajo z izzivi, ki vključujejo staranje prebivalstva, hitre tehnološke spremembe, naraščajoče potrebe pacientov in fluktuacijo kadra. V tem kontekstu je učinkovito vodenje ključnega pomena za zagotavljanje kakovostne in dostopne zdravstvene oskrbe. Tradicionalni hierarhični modeli vodenja pogosto ne zagotavljajo zadostne prilagodljivosti, zato se vse bolj uveljavljajo inovativni pristopi, ki temeljijo na participativnem vodenju. V magistrskem delu smo raziskovali prisotnost hierarhičnega vodenja v slovenskih zdravstvenih domovih, aktualne izzive vodenja in možnosti za implementacijo inovativnih pristopov vodenja. Raziskava je temeljila na intervjujih z direktorji zdravstvenih domov ter anketnih vprašalnikih, namenjenih zaposlenim v teh institucijah. Ugotovitve raziskave potrjujejo prisotnost hierarhičnega vodenja v primarnem javnem zdravstvu, hkrati pa nakazujejo pripravljenost na prehod k bolj inovativnim modelom vodenja, kot so transformativno, podpirajoče in demokratično vodenje. Za izboljšanje delovanja timov in krepitev organizacijske učinkovitosti se kot ključne intervencije izpostavljajo kontinuirano strokovno izobraževanje kadra, sistematična priprava vodstvenega kadra na direktorske položaje ter aktivno sodelovanje zaposlenih v procesih odločanja. Decentralizacija zdravstvenih organizacij pri tem igra pomembno vlogo, saj ta omogoča boljšo prilagoditev lokalnim potrebam, povečuje odzivnost na specifične izzive skupnosti ter spodbuja avtonomijo in odgovornost. Tovrstni modeli vodenja prispevajo k večjemu zadovoljstvu tako pacientov kot zaposlenih, pri čemer slednji prepoznavajo potrebo po njihovi uvedbi v zdravstvene domove. Pri uveljavljanju inovativnih pristopov vodenja v zdravstvene domove ima Ministrstvo za zdravje osrednjo vlogo. Le z uspešnim vodenjem je mogoče doseči trajnostne spremembe v zdravstvenem sistemu.

Title:Innovative Leadership Approaches in Primary Public Healthcare
Abstract:Nowadays, healthcare institutions are facing challenges that include an aging population, rapid technological changes, rising patient demands, and workforce fluctuations. In this context, effective leadership is crucial for ensuring high-quality and accessible healthcare. Traditional hierarchical leadership models often fail to provide sufficient flexibility, which is why innovative approaches based on participatory leadership are becoming more widely adopted. The master's thesis explored the presence of hierarchical leadership in Slovenian healthcare centers, the current leadership challenges, and the possibilities for implementing innovative leadership approaches. The research was based on interviews with directors of healthcare centers and questionnaires intended for employees within these institutions. The findings confirm the presence of hierarchical leadership in primary public healthcare while indicating a willingness to transition to more innovative leadership models, such as transformational, supportive, and democratic leadership. To improve team functioning and enhance organizational effectiveness, key interventions identified include continuous professional development of staff, systematic preparation of managerial personnel for leadership positions, and active employee involvement in decision-making processes. Decentralization of healthcare organizations plays an important role, as it enables better adaptation to local needs, increases responsiveness to specific community challenges, and fosters autonomy and responsibility. These types of leadership models contribute to greater satisfaction among both patients and employees, with the latter recognizing the need for their implementation in healthcare centers. The Ministry of Health plays a central role in the implementation of innovative leadership approaches in healthcare centers. Only through effective leadership sustainable changes in the healthcare system can be achieved.
