Title:Vpliv zakona o debirokratizaciji na izvajanje strategije odličnosti v Sloveniji : diplomsko delo visokošolskega strokovnega študijskega programa prve bolonjske stopnje Management poslovnih sistemov

Abstract:V diplomskem delu sem uporabil znanja, ki sem jih pridobil na visokošolskem strokovnem študiju Management poslovnih sistemov. Podrobno sem preučil predmeta Inženiring kakovosti in Management, krovne dokumente, kot je Strategija poslovne odličnosti Slovenije do leta 2030 in pristojno zakonodajo. Predstavil sem, kaj sploh pomeni poslovna odličnost in različne modele ocenjevanja odličnosti pri nas in v svetu. Osredotočil sem se na najvišjo nagrado za poslovno odličnost v Sloveniji in ugotavljal stanje organizacij, ki so bile v zadnjih dveh desetletjih prejemniki teh nagrad. Nadalje so me zanimale posledice, ki jih bo imel leta 2022 sprejet Zakon o debirokratizaciji, saj ta ukinja nekaj desetletij veljaven Zakon o Priznanju Republike Slovenije za poslovno odličnost. Preučil sem kakšen vpliv bo imelo ukinjanje razpisov in ocenjevanj na doseganje odličnosti in zagotavljanje kakovosti tako v zasebnih podjetjih kot v javnih organizacijah. V diplomski nalogi sem se lotil raziskave, s katero sem dobil odgovore od finalistov, prejemnikov nagrad za odličnost, kot od tistih organizacij, ki se na razpise niso prijavili ali so iz natečajev izpadli kot finalisti. Zanimala me je tako dodana vrednost nagrade za odličnost kot prizadevanja organizacij po nadgraditvi in zviševanju odličnosti tudi po ukinitvi nagrade.

Abstract:In my diploma thesis, I used the knowledge I acquired in the higher education professional study of Business Systems Management. I studied in detail the subjects Quality Engineering and Management, overarching documents such as the Strategy for Business Excellence of Slovenia until 2030 and the relevant legislation. I presented what business excellence actually means and various models of assessing excellence in our country and in the world. I focused on the highest award for business excellence in Slovenia and determined the status of organizations that have been recipients of these awards in the last two decades. I was also interested in the consequences that the Debureaucratization Act adopted in 2022 will have, as it repeals the Act on Recognition of the Republic of Slovenia for Business Excellence, which has been in force for several decades. I examined the impact that the abolition of tenders and assessments will have on achieving excellence and ensuring quality in both private companies and public organizations. In my thesis, I undertook research to obtain responses from finalists - recipients of awards for excellence, as well as from those organizations that did not apply for calls or were eliminated from the competition. I was interested in both the added value of the award for excellence and the efforts of organizations to upgrade and increase excellence even after the award was discontinued.
