Title:Vpliv epidemije na vodenje zdravstvenih zavodov

Abstract:Izhodišča: Magistrsko delo obravnava vpliv epidemije covida-19 na vodenje zdravstvenih zavodov, pri čemer so glavni cilji analizirati obstoječe stanje upravljanja, identificirati ključne izzive in predlagati strategije za izboljšanje odpornosti zavodov na prihodnje krize. Epidemija je razkrila številne sistemske pomanjkljivosti, kot so pomanjkanje virov, omejene kadrovske zmogljivosti in operativne ovire, hkrati pa spodbudila inovacije, prilagoditve infrastrukture ter digitalizacijo procesov. Metoda: Za doseganje namena je bil uporabljen sistematičen pregled strokovne in znanstvene literature, in sicer so bili podatki pridobljeni iz bibliografskih baz PubMed, Scopus, JSTOR, Cobiss in Obzornik zdravstvene nege. Pregled je temeljil na ključnih besedah, kombiniranih z Boolovimi operatorji, ter omejen na obdobje zadnjih 12 let. Po metodi PRIZMA so bili analizirani relevantni zadetki, od katerih jih je bilo 19 vključenih v končno analizo. Rezultati: Rezultati raziskave kažejo, da so zdravstveni zavodi med epidemijo implementirali nove strategije, kot so širitev kapacitet intenzivne nege, digitalizacija storitev in izboljšanje komunikacijskih procesov. Ključni izzivi so vključevali logistične težave, pomanjkanje kadrov in virov ter finančne pritiske. Raziskava potrjuje, da je za uspešno soočanje s prihodnjimi krizami nujno povečati avtonomijo zavodov, okrepiti izobraževanje, digitalno transformacijo ter izboljšati operativno prilagodljivost. Razprava: Potrebne bi bile sistemske reforme, usmerjene v krepitev odpornosti zdravstvenih zavodov, ki bi zagotovile večjo fleksibilnost pri upravljanju virov, posodobitev infrastrukture in krepitev kriznega upravljanja. Zmanjšanje ranljivosti zdravstvenega sistema zahteva celostni pristop, ki temelji na integraciji sodobnih tehnologij, večji avtonomiji zavodov in medsektorskem sodelovanju.

Title:The impact of the epidemic on the management of health institution
Abstract:Background: The master's thesis examines the impact of the COVID-19 epidemic on the management of healthcare institutions, with the primary goals of analyzing the current state of management, identifying key challenges, and proposing strategies to enhance the resilience of institutions to future crises. The epidemic exposed numerous systemic shortcomings, such as resource shortages, limited staffing capacity, and operational constraints, while simultaneously driving innovation, infrastructure adaptations, and process digitalization. Method: A systematic review of professional and scientific literature was conducted to achieve the study's objectives. Data were sourced from bibliographic databases, including PubMed, Scopus, JSTOR, Cobiss, and Obzornik zdravstvene nege. The review was based on keywords combined using Boolean operators and limited to publications from the past 12 years. Relevant results were analyzed following the PRISMA methodology, with 19 articles included in the final analysis. Results: The findings indicate that during the epidemic, healthcare institutions implemented new strategies such as expanding intensive care capacities, digitizing services, and improving communication processes. Key challenges included logistical issues, workforce and resource shortages, and financial pressures. The research confirms that successfully addressing future crises requires increasing institutional autonomy, strengthening education, driving digital transformation, and improving operational adaptability. Discussion: Systemic reforms aimed at strengthening the resilience of healthcare institutions are necessary, focusing on greater flexibility in resource management, infrastructure modernization, and enhanced crisis management. Reducing the vulnerability of the healthcare system calls for an integrated approach based on the adoption of modern technologies, increased institutional autonomy, and intersectoral collaboration.
