Abstract:V magistrskem delu je obravnavana kibernetska varnost kritične infrastrukture oskrbe s pitno vodo, ki se zaradi vse večje digitalizacije in naraščajočega števila kibernetskih napadov sooča z novimi tveganji. Osrednji cilj raziskave je oblikovanje učinkovite strategije zaščite sistemov oskrbe s pitno vodo pred kibernetskimi napadi. V uvodnem delu so predstavljeni relevantna zakonodaja, mednarodno priznani standardi, sektorsko specifične smernice in dobre prakse na področju kibernetske varnosti. Nadalje so analizirani izbrani odmevni primeri kibernetskih napadov na sisteme oskrbe s pitno vodo. Sledi pregled glavnih elementov kibernetske varnosti, kot so vloga vodstva, upravljanje sredstev, upravljanje tveganj, ranljivosti in groženj, zaščitni ukrepi, načrt odzivanja na incidente in upravljanje kibernetske varnosti v dobavni verigi. Osrednji del raziskave je posvečen implementaciji elementov kibernetske varnosti v dejanski organizaciji. Implementacija je razdeljena na več faz, ki vključujejo pripravo, vzpostavitev organizacijske strukture, popis sredstev, tehnično ureditev z vzpostavitvijo nadzora ter končno fazo konsolidacije in utrditve. Metodološki pristop je zasnovan na kombinaciji kvalitativnih raziskovalnih metod, ki se preizkušajo v realnem okolju, s čimer je omogočeno preverjanje njihove dejanske praktične uporabnosti. Delo predstavlja osnovo za dolgoročno zaščito sistemov oskrbe s pitno vodo in hkrati služi kot referenčni model za druge sorodne organizacije kritične infrastrukture.

Abstract:This master’s thesis explores the cybersecurity of critical drinking water supply infrastructure, which, due to increasing digitalization and the growing number of cyberattacks, is exposed to new risks. The primary objective of the research is the development of an effective strategy for protecting drinking water supply systems against cyber threats. In the introductory part, relevant legislation, internationally recognized standards, sector-specific guidelines, and best practices in the field of cybersecurity are presented. Furthermore, selected prominent cases of cyberattacks on drinking water supply systems are analyzed. This is followed by a review of the key elements of cybersecurity, such as the role of leadership, asset management, risk, vulnerability and threat management, protective measures, incident response planning, and the management of cybersecurity in the supply chain. The central part of the research is dedicated to the implementation of cybersecurity elements in an actual organization. The implementation is divided into several phases including preparation, establishment of an organizational structure, asset inventory, technical arrangements with the establishment of monitoring, and a final phase of consolidation and reinforcement. The methodological approach is based on a combination of qualitative research methods, tested in a real environment, which enables verification of their actual practical applicability. The thesis provides a foundation for the long-term protection of drinking water supply systems and at the same time serves as a reference model for other related critical infrastructure organizations.
