Title:Evropska sredstva in Ministrstvo za notranje zadeve : črpanje, finančno upravljanje in nadzor

Abstract:Leta 2004 je Slovenija postala del zgodbe združevanja, solidarnosti, skupnih politik na različnih področjih ter si z vstopom, kot ena izmed držav članic Evropske unije, zagotovila lažji in hitrejši razvoj. V letu 2015 se je Slovenija kot tudi druge evropske države soočila z velikim migrantskim valom. Če ne bi bile deležne solidarnosti na ravni EU, bi bil položaj veliko težji. Veliko dejavnikov, da se razvijamo in da smo se sposobni ubraniti pred različnimi tveganji, ki bi nas lahko ogrozila, je vzporedno povezanih tudi z našimi sposobnostmi in dejstvom, ali smo toliko osveščeni in ali se zavedamo, da denar v proračun Evropske unije ne samo vplačujemo, ampak smo ga sposobni pripeljati nazaj v državni proračun. Ministrstvo za notranje zadeve je vse od leta 1999 dejavno na področju prejemanja pomoči in črpanja EU sredstev, kar je prispevalo k razbremenitvi državnega proračuna kot tudi k dvigu standardov na različnih ravneh delovanja. Izvrševanje proračuna, tako proračuna Republike Slovenije kot tudi proračuna EU, mora potekati v skladu z načelom dobrega finančnega poslovodenja, preprečiti je treba vsa finančna tveganja, kar pomeni, da mora biti vzpostavljen in zagotovljen uspešen in učinkovit sistem notranje kontrole. Zaščita finančnih interesov Evropske unije se začne in konča tudi v ustrezni organizacijski strukturi finančnega upravljanja in finančne kontrole vseh virov EU sredstev, ki v nadaljevanju lahko zagotovijo pravilno in smotrno porabo sredstev. Znaten del sredstev iz proračuna EU je namenskih in jih država lahko črpa le na podlagi projektov, ki jih odobri Evropska komisija. Ministrstvo za notranje zadeve finančnih sredstev iz evropskega proračuna ne prejema samodejno, temveč je višina prejetih sredstev odvisna od kvalitetno pripravljenih programov oz. projektov ter ne nazadnje tudi uspešne vsebinske in finančne implementacije.

Abstract:In 2004, Slovenia became a part of the story of association, solidarity, common policies in various fields, and with the entry as one of the Member States of the European Union enabled a possibility of easier and faster development. In 2015, Slovenia as well as other European countries, faced a large migrant wave, and without received solidarity at EU level the situation would be much more difficult. Many factors that influence our development and the ability of defense against the various risks that threaten us, are connected in parallel with our capabilities. The question is whether we are aware that the money we are contributing to the European Union budget can be refunded back to the state budget. The Ministry of the Interior is active since 1999 in receiving aid and disbursement of EU funds, which contributes to relieving the state budget as well as raising standards at various levels. Implementation of the budget, both national as well as EU, must take place in accordance with the principle of sound financial management. However, in order to avoid any financial risk, an effective and efficient internal control system must be provided and must be in place. Protection of the financial interests of the European Union begins and ends in the appropriate organizational structure for financial management and financial control of all sources of EU funding. This can further ensure the proper and efficient use of resources. A substantial part of the EU budget is assigned by the state and can be drawn only on the basis of projects approved by the European Commission. The Ministry of the Interior does not receive funding from the European budget, automatically, but the amount of funding received depends on the quality of the programs and/or projects, and ultimately successful substantive and financial implementation.
