Title:Zaposlovanje in brezposelnost mladih ter novejši razvoj aktivne politike zaposlovanja na tem področju : magistrsko delo

Abstract:Evropske države se spopadajo z reševanjem visoke stopnje brezposelnosti mladih. Stopnja brezposelnosti mladih je skoraj dvakrat višja od brezposelnosti ostalih. Za povečanje stopnje zaposlenosti sprejemajo Evropske države različne ukrepe. Mednje spada tudi aktivna politika zaposlovanja. Ukrepi za zaposlovanje mladih so zbrani v programu Jamstvo za mlade. Glavni cilj programa Jamstvo za mlade je zagotoviti vsaki osebi do 25. leta, da v roku štirih mesecev po končanem šolanju ali v obdobju brezposelnosti prejme ponudbo za zaposlitev, nadaljnje izobraževanje, vajeništvo ali pripravništvo. Slovenija s sprejetim programom zagotavlja, da bo v letih 2014-2015 sledila tej strategiji. To je zaposlitev ali usposabljanje na delovnem mestu, vključitev v formalno izobraževanje ali krajšo obliko institucionalnega ali praktičnega usposabljanja. V magistrskem delu smo analizirali prepoznavnost in uporabnost programa Jamstvo za mlade na Zavodu Republike Slovenije za zaposlovanje v območni službi Maribor in delež vključitev in zaposlitev s pomočjo ukrepov aktivne politike zaposlovanja. Analiza rezultatov, kaže, da v večini mladi poznajo ukrepe programa Jamstvo za mlade, vendar slabo spremljajo novosti programa. Mladi iskalci zaposlitve, ki so vključeni v program Jamstvo za mlade v območni službi Maribor, se ne strinjajo, da bodo s pomočjo programa dobili ponudbo ali službo. Prepričani pa so, da bo program povečal število delovnih mest. Največji učinek pri zaposlovanju mladih v okviru programa je bil dosežen s programom Usposabljanje na delovnem mestu in Institucionalno izobraževanje. Program Jamstvo za mlade ne dosega zastavljenih ciljev.

Abstract:European countries are facing with solving the high youth unemployment. The youth unemployment rate is nearly twice as high as adult unemployment. To increase the level of employment different measures are taken by European countries. These include the active labour market policy. Measures for the employment of young people are gathered in the program "Youth guarantee". The main goal of Youth Guarantee is to ensure every person up to 25 years that within four months after finishing schooling or during a period of unemployment, receive an offer of employment, further education, an apprenticeship or traineeship. By approving the Youth Guarantee Slovenia ensures that during 2014-2015 will follow this strategy. This is a job or a job-related training, formal training, or shorter forms of institutional or skills-focused training. In this thesis the recognition and usefulness of the Youth Guarantee program at the Employment Service of Slovenia in Maribor Regional Office and the proportion of incorporation and employment by active labour market policy are analyzed. Analysis of the results shows that the majority of young people are familiar with the Youth Guarantee program, but they are not very familiar with the news of the program. Young jobseekers who are involved in the Youth Guarantee program in Maribor Regional Office, do not agree to get an offer or a job with this program. They believe that the program will increase the number of jobs. The greatest effect on youth employment in the context of the program has been achieved through a Job-related training or shorter forms of Institutional training. Youth Guarantee program does not achieve set goals.
