Title:Primerjalno pravni pregled ureditve trga soli s posebnim poudarkom na soli za prehrambni namen : magistrsko delo

Abstract:Sol - živilo, od katerega je odvisno življenje vsake človeške celice. Skozi stoletja uporabljena kot način plačila, tihotapsko blago, dragocena dobrina, nujna substanca za konzerviranje živil, razlog za vojne, medij za rituale in čaščenja, medij v holistični medicini, obogatena z vitamini in drugimi minerali služi za zagotavljanje javnega zdravja, v obliki infuzij in raztopin je osnova v bolnišnicah, pomembna tako za življenje samo kot za udobje, saj je surovina v različni proizvodnji, pomembna za zagotavljanje varnosti cest itd. Sol je tisto, kar je poleg vode in zraka izjemno pomembno za naše življenje, a kljub temu še vedno premalo cenjeno v zavesti potrošnika. Jedilna sol je v Sloveniji in svetu nosilec dodanega joda in predstavlja živilo za zagotavljanje javnega zdravja v okviru zadostne preskrbljenosti populacije z jodom. Njena vloga v prehrani je pomembna, pomemben pa je tudi nadzor nad njeno kakovostjo. Da se nadzor nad kakovostjo in skladnostjo jedilne soli lahko izvaja, je treba imeti urejeno zakonodajo. Ob nadzoru soli leta 2013 je Inšpektorat za varno hrano veterinarstvo in varstvo rastlin ugotovil, da obstoječi Pravilnik o kakovosti soli ni skladen z Uredbo 1924/2006 o prehranskih in zdravstvenih trditvah na živilih in 1925/2006 o dodajanju vitaminov in mineralov in nekaterih drugih snovi. Ob raziskovanju je bilo ugotovljeno, da v Sloveniji za prehrambno sol institucije (MZ, MKGP) niso razpolagale z gradivom o jedilni soli, nadzora na trgu prehrambne soli pa do leta 2013 praktično ni bilo. Z raziskavo je bilo ugotovljeno dejansko stanje trga predpakiranih soli v Sloveniji in na podlagi ugotovitev predlagane možne spremembe le-tega.

Abstract:Salt - food, on which depends the life of every human cell. Throughout the centuries it was used as a method of payment, smuggled goods, precious asset, essential substance for preserving food, the reason for wars, the medium for rituals and worship, the medium in holistic medicine; enriched with vitamins and other minerals serves to ensure public health, in the form of infusions and solutions is the base in hospitals, it is important to life itself, as well as for comfort, since it is a raw material in various production, it is important to ensure road safety, etc. Salt is what, in addition to water and air, is extremely important for our life, but nonetheless, it is still insufficiently appreciated in the mind of the consumer. Table salt in Slovenia and worldwide is the carrier of added iodine and presents a food for the provision of public health in the context of sufficient supply of the population with iodine. Its role in the diet is important, important is also the control of its quality. In order to carry out the control over the quality and consistency of edible salt, it is necessary to have an orderly legislation. Taking control of salt in 2013, the Inspectorate for Food Safety, Veterinary and Plant Protection noted that the existing Rules on the Quality of the Salt is not in compliance with The Nutrition and Health Claims Regulation (1924/2006) and Regulation No 1925/2006 on the addition of vitamins and minerals and of certain other substances to foods. Upon research it was found out that in Slovenia for the table salt institutions (MH, MAFF) did not have the materials on the table salt, moreover, there was practically no control on the market of edible salt by 2013. The study found out the actual state of the market of prepacked salt in Slovenia and on the basis of the findings are suggested possible changes thereof.
