Title:Plačilni sistem v javnem sektorju : diplomsko delo

Abstract:Plačilni sistem v javnem sektorju je doživel že kar nekaj sprememb. Glede na gospodarsko stanje v državi je potrebno večkratno reguliranje s strani države, da so javne finance vzdržne. S tem pa se nenehno posega v plače javnih uslužbencev in v njihove dodatke. Plače pomembno vplivajo na zadovoljstvo zaposlenih in dodatki jih spodbujajo k bolj uspešnemu delu in večjemu trudu. Delitev zaposlenih na uradnike in strokovno-tehnične delavce je z novim plačnim sistemom ter s spremembo Zakona o javnih uslužbencih prinesla tudi razlike med zaposlenimi. Javne finance vplivajo na vse prebivalce Republike Slovenije. Z uravnoteženim ravnanjem z javnimi financami lahko uravnavamo ves pretok blaga in storitev, da so prebivalci zadovoljni in da ne občutijo pomanjkanja. Ko je dolg pri javnih financah prevelik, se vlada poslužuje ukrepov, ki niso prijazni do prebivalcev, in ki zmanjšujejo blaginjo prebivalcev. Zato je potrebno, da so javne finance vzdržne, da imamo ustrezen plačni sistem v javnem sektorju, preko katerega lahko uravnavamo dohodke in odhodke države. Pri tem pa skušamo biti pravični, tako da so posegi v plače enakomerni in ne prepogosti. Pri tem ne smemo pozabiti, da zaposleni potrebujejo pri svojem delu tudi nagrajevanje in izobraževanje.

Abstract:The public wage system has experienced a number of changes. In view of state's economy, the Republic of Slovenia has to implement constant regulations in order to ensure its sustainable public finances. At the same time, public employees' salaries and their allowances are constantly changing. Salaries have a significant impact on the satisfaction of staff, allowances encourage them to higher working efficiency and motivation. By introducing the new employees into officials and specialist-technical staffs have caused differences between employees. Public finances have a great impact on all citizens of the Republic of Slovenia. Balanced handling of public finances benefits to the adjustment of the circulation of goods and services. Thus, people are satisfied, and they do not suffer from shortages. When the public debt becomes too excessive, the government exercises solutions which are not employee friendly. Therefore, it will reduce the prosperity of the citizens. It is necessary that public finances are sustainable and the public wage system is appropriate in order to regulate income and expenditure. While doing so, we have to be just in such a way as to provide stable and periodical intervention into salaries. At the same time, it is important to remember that during their daily work all employees also need rewards and training.
