Title:Evalvacija usposabljanja slovenskih policistov za nadzor zunanje schengenske meje : magistrsko delo

Abstract:Evropska unija je sprejela številne ukrepe, da bi zagotovila prosto gibanje na svojem območju in varnost vseh državljanov držav članic. Eden izmed teh ukrepov je bila tudi poostritev kontrole oziroma nadzora zunanjih meja. Nadzor na zunanjih mejah, ki ga opravljajo policisti, se mora opravljati po enotnih standardih, ki naj bi zagotavljali notranjo varnost, nadzor migracij, preprečevanje in odkrivanje čezmejne kriminalitete. Pomembno vlogo pri skupnem upravljanju zunanjih meja ima agencija Frontex, ki izvaja naloge operativnega upravljanja zunanjih meja Evropske unije oz. schengenskih zunanjih meja. Področje, kjer poskuša Frontex poenotiti standarde, je tudi področje usposabljanja, saj določa osnovni učni program za mejne policiste, hkrati pa s pomočjo držav članic načrtuje in izvaja tudi dodatna usposabljanja. Frontex je pripravil Sektorski okvir kvalifikacij, ki vključuje znanja, veščine in kompetence mejnega policista in služi državam članicam pri pripravljanju programov usposabljanj. V nalogi smo opravili formativno in sumativno evalvacijo usposabljanja vodij izmen na mejnih prehodih. Cilje in vsebine programa usposabljanja smo primerjali s priporočili Sektorskega okvira kvalifikacij in z zahtevanimi nalogami na delovnem mestu vodje izmene. V evalvaciji so sodelovali udeleženci programa usposabljanja, njihovi vodje enot, izvajalca usposabljanja in koordinator za sodelovanje s Frontexom na področju usposabljanja. Naš osnovni namen je bil preveriti kakovost programa usposabljanja in predlagati njegovo izboljšavo.

Abstract:The European Union took a number of measures in order to ensure freedom of movement in their area and safety of all citizens of the Member States. One of these measures was also reinforcing ontrol or supervision on the external borders. Controls on the external borders, carried out by the police, must be implemented according to the uniform standards, defined to ensure internal security, control of migration, prevention and detection of cross-border criminality. The agency Frontex has an important role in common management of the external borders; the agency carries out tasks related to the operational management of the external borders of the European Union, i.e. the Schengen external borders. An area where the agency has been trying to unify the standards is also the area of training since it provides basic curriculum for border police officers and, at the same time, with the help of the Member States plans and implements additional training. Frontex prepared Sectoral Qualifications Framework which includes knowledge, skills and competences of border police officers and serves Member States in preparing the training programmes. In our task we conducted formative and summative evaluation of training involved shift leaders at border crossing points. We compared the objectives and the content of the training programme with the recommendations of the Sectoral Qualifications Framework and with the required tasks of the workplace, i. e. the shift leader. The participants of the training programme, their heads of units, trainers and a coordinator for cooperation with Frontex in the field of training took part in the evaluation of the training programme. Our primary intention was to check the quality of the training programme and to propose its improvement.
