Title:Vpliv finančnih spodbud delodajalcem na število potreb po delavcih : magistrsko delo

Abstract:Brezposelnost, s katero se soočamo v Sloveniji, je danes ena najbolj perečih težav ne le evropskih držav, temveč tudi v svetu. Za omilitev oziroma reševanje te problematike je zadolžena država. Eden od načinov reševanja teh težav je uvedba ukrepov aktivne politike zaposlovanja. Problem našega raziskovanja je brezposelnost, predmet našega raziskovanja pa je vpliv ukrepov aktivne politike zaposlovanja, konkretno finančnih spodbud delodajalcem na število potreb po delavcih z namenom ugotoviti, ali izvajanje teh ukrepov dejansko pripomore k zmanjševanju brezposelnosti. V prvem delu smo predstavili trg dela, opredelili pojem in vrste brezposelnosti, predstavili Zavod RS za zaposlovanje, njegovo vlogo, organiziranost in temeljne dejavnosti. V nadaljevanju smo se osredinili na načine objave prostih delovnih mest v javnem in zasebnem sektorju ter predstavili ukrepe aktivne politike zaposlovanja. Bolj podrobno smo predstavili ukrepe, ki pomenijo finančne spodbude za delodajalce pri zaposlovanju novih delavcev. V samem raziskovalnem delu nas je zanimalo, ali se število potreb po delavcih v času objave javnih povabil, ki pomenijo finančne spodbode delodajalcem, dejansko poveča in kako velik je ta delež. Primerjali smo povečanje števila potreb po delavcih v Zasavju s povečanjem potreb po delavcih v celotni Sloveniji in ugotavljali, ali se s trajanjem gospodarske krize povečuje interes delodajalcev po zaposlitvi novih delavcev s finančnimi spodbudami.

Abstract:The problem of unemployment, which we are facing in Slovenia today, is one of the most pressing issues in most European countries and also in the world. In order to mitigate or resolve these problems, the government of each country is responsible. The introduction of active employment policy measures is one ways of solving this problem. The main focus of our research is the problem of unemployment. The subject of our research is the impact of active employment policy measures, specifically financial incentives for employers on the number of job offers in order to determine whether the implementation of these measures actually contribute to reducing unemployment. In the first part we presented the labour market, defined the concept and nature of unemployment, and presented the Employment Service of Slovenia, its role, structure and core activities. Below we focused on the ways the publication of job offers in the public and private sectors, and we outlined the measures of active employment policy. More specifically we introduced measures, which are financial incentives for employers when hiring new employees. In the centre of our research, we were interested in whether the number of job offers at the time of publication of the public invitation, which means financial incentives to the employers, actually increased. We compared the increase in the number of job offers in Zasavje with the increase in demand for workers in Slovenia. Then we assessed whether the duration of the economic crisis increased the interest of employers for the employment of new workers with financial incentives.
