Title:Vloga vedenjskih vzorcev pogrešanih oseb pri njihovem iskanju : magistrska naloga

Abstract:Policija vsako leto obravnava povprečno 455 prijav pogrešanih oseb. Praviloma večino pogrešanih oseb najdejo v razmeroma kratkem času po prijavi pogrešanja, zato se prekinejo vse aktivnosti v zvezi z njenim iskanjem. V ostalih primerih pa policija vloži veliko napora in sredstev, da bi pogrešano osebo čim hitreje našli. Iskalna akcija je potrebna v približno tretjini primerov prijav pogrešane osebe, kar pomeni, da jih je povprečno 152 na leto. Pri iskanju policija pogosto zaprosi za pomoč enote sil za zaščito, reševanje in pomoč, saj so njihovi člani specifično usposobljeni prostovoljci, ki s svojim znanjem zelo pripomorejo k učinkoviti izvedbi iskalne akcije. Cilj vsake iskalne akcije je, da se pogrešana oseba najde. Za udeležene v iskalni akciji lahko najdba mrtve pogrešane osebe pomeni, da je bila iskalna akcija neuspešna, vendar je širše gledano tudi ta iskalna akcija uspešna, saj pomeni konec negotovosti svojcev in prijateljev, ki se lahko tako dostojno poslovijo od pokojnika. Vsak človek, tudi pogrešana oseba, ima svoj vedenjski vzorec, ki je dokaj konstanten. Glede na te vzorce lahko napovemo njegovo obnašanje in delovanje. Kljub trditvi, da ima vsak posameznik svoj vedenjski vzorec, je lahko za določene kategorije ljudi značilno podobno obnašanje. Strokovnjaki so namreč ugotovili, da imajo mladostniki v različnih fazah razvoja podobne vedenjske vzorce. Prav tako vedenjski vzorci določenih bolezenskih stanj prevladujejo nad vedenjskimi vzorci zdravega človeka. Ker je vedenjski vzorec pogrešane osebe za iskalno akcijo ključnega pomena, smo predlagali, da se ga vključi v organizacijo, načrtovanje in izvedbo iskalne akcije. Predlog sestavljajo trije sklopi. V prvem sklopu predlagamo vsebinsko dopolnitev in preureditev obstoječega obrazca Pogrešane osebe, I. del. V drugem sklopu smo, po vzoru tujih policij, izdelali dve prilogi: Kategorije pogrešanih oseb in njihove značilnosti in Kje iskati?. V tretjem sklopu smo izdelali obrazec Vedenjski vzorec pogrešane osebe.

Abstract:Police investigates on average 455 missing person cases every year. Most of the missing persons are found within a short period of time and after that all the search activities are called off. In other cases the police makes a lot of effort and spends a lot of resources in order to find the missing person as soon as possible. Search of a missing person is needed in one third of all reported cases, which makes on the average 152 search cases per year. In the missing person search the police usually ask for aid the Protection and Aid forces (sile za zaščito, reševanje in pomoč), formed by specifically trained members, who with their knowledge and experience help to conduct an effective search of the missing person. The goal of every missing person search is to find the missing person. For the participants of the search finding the missing person dead could mean that the search was not effective, but from a broader prospective it was, because it means the end of uncertainty of relatives and friends, who can finally pay their respect to the deceased. Every person, and missing person included, has his own usually constant behavioural pattern. On behalf of the behavioural patterns we can predict the personʼs behaviour and his activities. Regardless of the fact that every person has his own behavioural pattern, we can see behavioural similarities in some groups of people. The researchers have confirmed that there are some common behavioural patterns in different phases of adolescence. Also the behavioural patterns detected among the people affected by certain illness prevail the behavioural patterns of an healthy person. Because we are certain of the importance of the behavioural pattern for the search of a missing person, we suggested to include it in organizing, planning and execution of the search in the missing person mission. Our proposal consists of three parts. In the first we suggest some updates and rearrangements of the existing form Missing persons, part 1. In the second part we made two appendixes based on experiences of other police forces: Categories of missing persons and their characteristics and Where to search?. In the third part we made the form Behavioural pattern of the missing person.
