Abstract: | With the European Council, giving candidate status to Turkey at the Helsinki Summit held on 10-11 December 1999, Turkey-European Union relations has entered a new era. The drafts prepared in this process regarding Progress Reports, Accession Partnership Document, National Program, Harmonization Package and Reconstruction of Public Administration has created effects for changing Turkey's legal, political, economic and administrative structure. Accepting that these changes has created multidimensional effects especially in Turkey's administrative structure and functions of the components that make the system work and their connection with one another and these changes will continue to create effects in future, European Union-Turkey relations are examined and effects of these documents are discussed. |
