Title:Mednarodni odnosi in diplomacija po načelu Realpolitik : diplomsko delo

Abstract:V diplomskem delu bo bralcu predstavljena teza, da je zunanja politika dolgoročno učinkovitejša, če diplomacija uporablja realističen pristop k zunanji politiki. Predstavil bom celotno delovanje diplomacije po načelu realpolitik. Diplomsko delo je razdeljeno na teoretični in praktični del. Teoretični del se bo osredotočal na posamične lastnosti mednarodnih odnosov in na to, kako vplivajo na delovanje zunanje politike. Predstavil bom osnove delovanja diplomacije v mednarodni skupnosti in vpliv javnosti na delovanje diplomacije. Nato bom opisal vpliv geopolitičnih lastnosti na delovanje zunanje politike, sredstva in načine za izvajanje zunanje politike. Predstavil bom pojme, kot so politika prestiža, soft, smart in hard power pristop k zunanji politiki, Organizacija združenih narodov in delovanje diplomacije v demokracijah. S predstavitvijo teh pojmov bom bralcu predstavil, kako naj deluje država, da doseže maksimalno interno in eksterno moč države. Vse te lastnosti bom povezal v poglavju o realpolitiki, v katerem bom predstavil pristop, ki naj mu sledi diplomacija, da prepozna nacionalni interes, oblikuje nacionalne cilje in z racionalno presojo moči in odnosov v mednarodni skupnosti izbere sredstva, s katerimi bo zagotovila dolgoročno korist in vpliv svoje države v zunanji politiki. Tako bom z vidika realistične šole zunanje politike predstavil,kako naj diplomacija pristopi k zunanji politiki,na kakšen način naj deluje in kako ter zakaj naj uporabi določena sredstva. Zunanjo politiko bom prikazal v širšem aspektu, kot živo enoto, ki se spreminja in prilagaja trenutnemu stanju moči, predvsem pa bom nakazal,da diplomacija v svojem delovanju ne deluje le v aspektu do nasprotne države, temveč mora vzeti v obzir,da je država del večje enote in da zunanja politika ene države vpliva regionalno in globalno. Drugi del se bo posvetil praktičnemu prikazu, ko bom skozi zgodovinske primere potrdil teze teoretičnega dela in prikazal ustreznost realističnega pristopa k zunanji politiki in njegovo superiornost napram idealističnemu pristopu k zunanji politiki. Praktični del se bo osredotočil na Britanski vidik predstavljenih primerov, saj sem identificiral Združeno kraljestvo kot državo, ki je konstantno zagovarjala šolo realističnega pristopa k zunanji politiki. Primeri se bodo osredotočili na mednarodno skupnost kot celoto, ki jo sestavljajo države, ki si želijo spremeniti obstoječe razmerje moči med državami, ki ga želijo obdržati. Skozi primere bom dokazal, da je realističen pristop v zunanji politiki bolj primeren za stabilno ravnotežje moči in preprečevanje globalnih konfliktov.

Abstract:In the diploma thesis, the reader will be presented witha thesis that foreign policy is more effective in the long term when diplomacy takes a realistic approach. I will present the overall functioning of diplomacy following the Realpolitik principle. The thesis consists of a theoretical and a practical part. The theoretical part will focus on the individual characteristics of international relations and how these affect the overall functioning of the foreign policy. I will present the basics of diplomacy in the international community and the impact of the public on the functioning of diplomatic services. I will then describe the impact of geopolitical characteristics on the functioning of the foreign policy, along with ways and methods of successfully implementing foreign policy. I will present concepts such as political prestige, soft, smart and hard power approach to foreign policy, the United Nations Organization, and the functioning of diplomacy in democracies. Through the introduction of these concepts, the reader will be able to grasp how the country must operate to achieve maximum internal and external power of the state. All these features will be connected in the section on Realpolitik, in which I will present the approach which diplomacy should take to recognise the national interest, establish national goals and rationally assess the power and the relations in the international community so it can choose the means which will ensure the long term benefit and impact of their country's foreign policy. I will thus outline how diplomacy should approach foreign policy in the manner of the realistic school of thought, how it should operate, as well as how and why it should apply specific means. Foreign policy will be presented froma broader aspect, as a living entity, which is changing and adapting to the current state of power. Above all, I will indicate that diplomacy in its action not only operates in relationto the opposite state, but that it must take into account the fact that the country is part of a larger unit and that the foreign policy of one country has regional and global impact. The second part of the thesis will be dedicated to a practical demonstration and historical examples that will confirm the thesis presented in the theoretical part,and show the suitability of the realistic approach to foreign policy, along with its superiority as opposed to the idealist approach. The practical part will focus on the British point of view of the historical examples because I identified United Kingdom as a country that has constantly advocated the realistic approach. Historical examples will focus on the international community as a whole, consisting of countries that strive to change the existing balance of power and countries that want to keep it. I will demonstrate through examples, that a realistic approach to foreign policy is more suitable for a stable balance of power and prevention of global conflicts.
