Title:Gospodarska obveščevalna dejavnost v sodobnem globalnem okolju : magistrsko delo

Abstract:Gospodarska obveščevalna dejavnost je eno temeljnih področij, s katerimi se državne obveščevalne službe redno soočajo. Poznavanje globalnega gospodarskega dogajanja in vseh z gospodarstvom povezanih varnostnih in drugih izzivov je nadse pomembno za zagotavljanje nacionalnih interesov države. Gospodarska obveščevalna dejavnost pa se ne vrši samo na ravni državnih obveščevalnih služb. Močno je vpeta v praktično vsa poslovna okolja, kar posamezne gospodarske družbe in organizacije postavlja pred dejstvo, da morajo za svoj obstoj na trgu, za varovanje lastnih poslovnih skrivnosti, izdelkov in znanj ter za spopadanje z vsakodnevnimi poslovnimi izzivi temu vprašanju posvečati čedalje več pozornosti. Globalizacija in druge razmere na globalnem nivoju so privedle do trenda selitve gospodarske obveščevalne dejavnosti iz državnega v zasebni sektor, ki tako postaja pomemben akter na tem področju in s tem tudi potencialen partner tradicionalnim izvajalcem obveščevalne dejavnosti. Slednje ne pomeni zgolj izziva za državne obveščevalne službe, temveč za celotno demokratično družbo, ki mora zahtevati, da tudi vsi novi akterji na obveščevalnem področju upoštevajo vsa pravna in etična pravila ter spoštujejo temeljne človekove pravice in svoboščine.

Abstract:Economic intelligence activity is one of the founding areas of the state intelligence services. The familiarity with the global economic affairs and with the overall economy-related issues and other challenges is of the utmost importance to ensure national interests of a state. The economic intelligence activity is not limited to the state-level intelligence services but it is becoming strongly embedded in basically all business environments. The latter is putting private companies into a position of having to dedicate more and more consideration to the issue in order to ensure their own existence on the market as well as to protect their own business secrets, products and knowledge. Globalization and other circumstances on the global scale have lead up to the trend of transfer of the economic intelligence activity from the public to private sector, which makes the latter an important player on the field and also a potential partner to the traditional performers of the intelligence activity. This fact does not only present a challenge to the state intelligence services but also to the whole democratic society, which shall demand that also the new players on the intelligence field are required to respect legal and ethical rules and standards as well as basic human rights and fundamental freedoms.
