Abstract:Magistrsko delo "Karierni sistem poklicnih gasilcev" predstavlja analizo in raziskavo trenutnega stanja na področju kariernega sistema poklicnega gasilstva, njihovega izobraževanja in načine organiziranosti gasilskih enot s predlogi za izboljšave.O delovni karieri lahko razmišljamo kot o zaporedju napredovanja v poklicu, delovnih izkušnjah, prevzemanju zahtevnejših delovnih mest in večji odgovornosti. V slovenski javni upravi je uveljavljen karierni uslužbenski sistem z elementi pozicijskega sistema. Oblika in organiziranost gasilstva na slovenskem se je skozi različne države in družbene ureditve stalno spreminjala. V Republiki Sloveniji je gasilstvo poglavitni del sistema varstva pred naravnimi in drugimi nesrečami, ki je del obrambnega sistema države in je v pristojnosti Ministrstva za obrambo. Slovensko gasilstvo je sestavljeno iz prostovoljnih in poklicnih enot ter se loči na teritorialne in industrijske gasilske enote. Preizkus psihofizičnih sposobnosti kandidatov za poklicne gasilce, delovna mesta poklicnih gasilcev in napredovanja se razlikujejo med posameznimi teritorialnimi poklicnimi gasilskimi enotami. V magistrski nalogi je pripravljen predlog poenotenih delovnih mest in položajev poklicnih gasilcev, kar bi predstavljalo bistveno spremembo v kariernem sistemu tega dela uslužbenskega sistema v državi.Izobraževanje poklicnih gasilcev je dobro urejeno le na osnovni ravni za pridobitev poklica "gasilec". Za zahtevnejša in odgovornejša delovna mesta ni na voljo nobenega verificiranega strokovnega programa s področja gasilstva. Nedelovanje Višješolskega programa "Gasilstvo"negativno vpliva na operativno vodenje intervencij in enot. Potrebno bi bilo pripraviti tudi module strokovnih usposabljanj za pridobitev višjih činov poklicnih gasilcev. Način organiziranosti gasilskih enot in hitrost odziva na intervencijo je pomembna pri nudenju pomoči občanom, ko jo ti potrebujejo. Odvisna je od velikosti enote, predpisane opreme in usposobljenosti tistih, ki pomoč nudijo.

Abstract:Master thesis Career System of Professional Fire Fighters presents an analysis and study of the current situation, their education and ways of organising fire departments with proposals for its improvement. Working career can be looked as a sequence of career progression, work experience, assuming more demanding jobs and greater responsibilities. In Slovenian public administration is established by a career system with elements of a positional model. The shape and structure of firefighting organisation in Slovenian territory has frequently changed through different countries and different cultures.In Republic of Slovenia firefighting is a essential part for protection against natural disasters other situations. It is a part of defence system and covered by Ministry of Defence. The Slovenian fire service consists of voluntary and professional units. It is separated into territorial and industrial fire fighter units. The Psychophysical testing takes place of candidates to test their capabilities and also for their professionalism, and promotions within the territorial fire department. We prepared a proposal that would unify system of fireman jobs and positions. Education of professional fire fighters is well organized only at basic level of education for the position Firefighter. For more complex and demanding jobs, there is no available training for the more complexities of thefirefighting job. Lack of higher education has a negative impact on the operational management of firefighting. It would be necessary to prepare the modules of professional training in order to obtain higher ranks of professional firefighters. The way of organizing fire units and speed of response to intervention are important for providing help to citizens when they need it. It depends on the size of the unit, prescribed equipment and qualifications of those who provide help.
