Title:Organizirani kriminal na primeru motornih vozil v Republiki Sloveniji : magistrsko delo

Abstract:Organizirani kriminal ima tipične značilnosti, ki so si zelo podobne po celemu svetu. Prioriteta organiziranega kriminala je ustvarjanje dobička, kar je tipično tudi pri krajah motornih vozil. Sama odtujitev motornega vozila še ne pomeni zaključek tovrstnega kriminala, ki ga poimenujemo tudi "avtomobilska kriminaliteta", pa tudi ne začetek. Pred tem je potrebna preučiti trg, locirati potencialno vozilo za odtujitev, pridobiti specialne naprave (mehanske in/ali elektronske) za vstop v vozilo in zagnati motor. Po tatvini je potrebno ukradeno vozilo dostaviti na varno lokacijo, ga razstaviti na dele, ali pa odprodati v enemu kosu že znanemu naročniku. Zaradi vseh naštetih opravil in specifik je potrebno usklajeno in koordinirano delo posameznikov, ki so vpeti v združbo, ki jo pojmujemo kot organiziran kriminal. V nekaterih primerih gre za začasne združbe, ki sodelujejo krajši čas, v drugih primerih pa za dalj časa trajajoče kriminalne skupine, ki delujejo ali lokalno ali pa na območju celotne Slovenije, če ne celo na mednarodnem nivoju. Ker gre za organizirane storilce kaznivih dejanj, mora tudi policija delovati sistematično in usmerjeno. Zaradi mednarodnega elementa je potrebno tudi mednarodno policijsko sodelovanje, najpogosteje z organizacijami kot sta Interpol in Europol, drugače represivni organi ne bodo uspešni pri svojemu delu. V Sloveniji je stanje tatvin motornih vozil ugodno v primerjavi s preostalimi evropskimi državami. Statistično gledano smo ena od držav v EU, kjer je odtujenih najmanj motornih vozil in storjenih tudi najmanj kaznivih dejanj povezanih z motornimi vozili glede na število prebivalstva. Statistika je sicer dober pokazatelj, kljub temu pa je potrebno usmerjeno policijsko delo, saj smo tranzitna država, preko katere potujejo ukradena ali manipulirana vozila iz drugih držav na svoje končne destinacije.

Abstract:Organized crime has typical features seen all around the world. The main priority of organized crime and therefore of motor vehicle thefts is to increase profits. A car crime such as a motor vehicle theft does neither stop nor begin by stealing a car. Before the theft has been committed, the market needs to be examined, a potential vehicle located, special tools, i.e. mechanical and/or electronic, acquired. After the theft has been committed, however, the stolen vehicle needs to be brought to a safe location, where it can be broken down into pieces or sold in one piece to a customer already known to the criminal. All these actions need to be performed well and coordinated carefully by members of an organization called organized crime. Some organizations exist or operate for a short period of time only, others for a loger period of time. The latter operate either locally or nationally throughout the whole of Slovenia or even on an international level.Since organized criminals are involved, the police must act systematically focusing clearly on the crime committed. Crime on the international level requires international police cooperation as well, usually organizations such as Interpol and Europol, otherwise the repressive bodies will not work successfully.The number of motor vehicle thefts in Slovenia is not as high as it is in other European countries. Statistically, the number of vehicles being stolen in Slovenia is the lowest compared to the number of vehicles being stolen in the other parts of the European Union. Also, the number of offenses related to motor vehicles according to the number of population is the lowest in Slovenia. Nevertheless, the Slovenian police need to operate systematically and targeted since Slovenia is a transit country through which a number of vehicles stolen or manipulated in other countries are being transportedto their final destination outside Slovenia.
