Title:Kontrola in nadzor notranje zelene meje v Republiki Sloveniji : magistrsko delo

Abstract:Ukinitev mejne kontrole na notranjih mejah dejansko pomeni uresničitev ideje in želje držav Evropske unije po zagotovitvi prostega pretoka blaga, storitev in oseb ne glede na to, ali gre za državljana Evropske unije ali za osebo tretje države. Ko oseba z veljavno potno listino in na mejnem prehodu, kjer je ta prehod dovoljen, enkrat prestopi zunanjo mejo Evropske unije, je njegov prehod po evropskih državah svoboden, brez meja in mejnih kontrol. Eden temeljnih ciljev Evropske unije je torej vzpostavitev območja brez notranjih meja, v katerem ljudje prosto potujejo, živijo in delajo vedoč, da se njihove pravice v celoti upoštevajo in da je njihova varnost zagotovljena. Schengensko območje, torej območje prostega gibanja po skorajda že celi Evropi, je eden izmed izjemnih dosežkov Evropske unije. Odprava mejnih kontrol pa pomeni tudi to,da morajo sedaj države sodelovati, če želijo ohraniti visoko stopnjo varnosti v tem območju. Nujno potrebno je, da države med seboj sodelujejo in da so soodgovorne za upravljanje skupnih zunanjih meja. Države članice morajo sodelovati tudi s sosednjimi državami zunaj Evropske unije in zunaj Schengenskega območja. V svojem magistrskem delu bom prikazal, kako in na kakšen način je po ukinitvi notranje meje med R Italijo in R Slovenijo na območju Policijske uprave Nova Gorica zagotovljena varnost in suverenost naše države, kot tudi varnost celotne Evropske unije, za katero smo kot južna zunanja država odgovorni.

Abstract:The abolition of border checks at internal borders actually means the realization of the idea and the desire of the countries of the European Union to ensure the free movement of goods, services and persons regardless of whether they are a citizen of the European Union or a person of a third country. When a person with a valid travel document and at the border crossing where this passage is permitted, once crosses the external border of the Union, his passage to European countries is free, without borders and border controls.One of the fundamental objectives of the European Union is therefore to establish an area without internal borders in which people travel freely, live and work, knowing that their rights are fully respected and their safety guaranteed.The Schengen area, that is, the area of free movement after nearly Europe, is one of the exceptional achievements of the European Union. The abolition of border controls also means that countries must now cooperate if they want to maintain a high level of security in the area. It is indispensable for countries to cooperate with each other and to be co-responsible for the management of the common external borders. Member States should also cooperate with neighboring countries outside the EU and outside the Schengen area. In my master's thesis I will show how and in what way after the abolition of the internal border between R Italy and Slovenia in the Nova Gorica police administration, the security and sovereignty of our country, as well as the security of the entire European Community for which we are responsible as a southern foreign state, is assured.
