Title:Korupcija v javnem zdravstvu - z roko v roki z zasebnim sektorjem

Abstract:Korupcija je pogost problem modernih družb in zaznamuje vrh seznama negativnih pojavov tudi v Sloveniji. Obstaja mnogo različnih definicij korupcije, vsem pa je skupno protizakonito, nepošteno in neetično ravnanje oseb na pozicijah moči z namenom pridobitve osebne koristi. Do korupcije pri oddaji javnega naročanja v javnem zdravstvu prihaja tako na področju gradenj kot pri nabavi medicinske opreme in pripomočkov. Javno naročanje v zdravstvu bi moralo slediti načelom transparentnosti, nediskriminatornosti in tekmovalnosti na način izbire najboljšega ponudnika in najbolj racionalne porabe javnih sredstev, sicer konflikt interesov ob trčenju javnega sektorja s privatnim lahko privede do korupcije. Obstaja dokaj primeren zakonski in institucionalni okvir, toda njegova implementacija v prakso in uspešen pregon korupcije v zdravstvu ostajata na nizki ravni, kar gre predvsem na račun pomanjkljivih kontrolnih mehanizmov in pomanjkanja sodelovanja med vsemi organi, katerih naloga sta preprečevanje in pregon korupcije. Za zmanjševanje in odpravljanje prisotne korupcije na področju javnih naročil je potrebno uvesti programe izobraževanja o nujnosti integritete zaposlenih, ki so kakor koli povezani z javnim naročanjem v zdravstvu, kot tudi uvesti programe ozaveščanja javnosti o škodljivih posledicah korupcije.

Title:Korupcija v javnem zdravstvu
Abstract:Corruption is a common problem of all modern societies and it tops the list of problems in Slovenia as well. There are numerous definitions of corruption but basically it is determined as a form of dishonestor unethical conduct by a person entrusted with a position of authority, often to acquire personal benefit. Corruptionis a very distinct problem within public procurement in public health care sector in Slovenia especially in the construction field as well as in the procurement of medical equipment and devices. Public procurement in health care sector should follow theprinciples of transparency, non discrimination and competition in a way that the contract is awarded to the economically most advantageous offer so that public funds are used in the most efficient way. Conflicts between private sector interests and public duties of public officials, if inadequately managed, can lead to corruption. Legal and institutional framework has been established quite well but the implementation and efficient prosecution of corruption in health care sector stay on a poor level and the activities do not bring the desired results, due in particular to weak control mechanisms and lack od cooperation between anti-corruption institutions. Only in a few high level corruption cases a final judgment has been handed down. Programmes that offer regular training, that stress the requirements of integrity on the part of public procurement officials and public education and awareness programmes on negative consequencesof corruptionmay serve to discourage and minimise corruptive activities.
