Title:Mednarodno razvojno sodelovanje po 55. členu Ustanovne listine OZN : magistrsko delo

Abstract:Mednarodno razvojno sodelovanje prispeva k bolj uravnoteženemu in pravičnemu svetovnemu razvoju. Tako država donatorica prevzema odgovornost za odpravo revščine v državi prejemnici, hkrati pa se dosega trajnostni razvoj. K razvoju mednarodnega razvojnega sodelovanja so bistveno pripomogle prav mednarodne organizacije, ki delujejo v okviru 55. člena Ustanovne listine OZN. Slovenija je aktivna članica v mnogih mednarodnih organizacijah, ki delujejo na področju mednarodnega razvojnega sodelovanja. Drugi akterji, ki delujejo na področju mednarodnega razvojnega sodelovanja v Sloveniji, so še nevladne organizacije in organizacije, ki jih je ustanovila država. V primerjalni analizi je Slovenija na področju mednarodnega razvojnega sodelovanja lahko zgled Hrvaški, Avstrija pa Sloveniji. Avstralija ima na področju mednarodnega razvojnega sodelovanja podobne trende kot Slovenija, kljub svoji oddaljenosti in velikosti. Slovenija je na dobri poti v razvoju svojega mednarodnega razvojnega sodelovanja. S sprejemom novega zakona in uredbe o njegovem izvajanju bo področje mednarodnega razvojnega sodelovanja v Sloveniji bolj podrobno in sistematično urejeno. Na mednarodni ravni je pravno področje mednarodnega razvojnega sodelovanja dobro urejeno z raznimi konvencijami, EU pravom in nezavezujočim "soft law".

Abstract:The international development cooperation contributes to a more balanced and equitable global development. In such a way the developed donor country takes the responsibility for the elimination of poverty in the recipient developing country and achieves more sustainable development at the same time. The growth of international development cooperation was fundamentally supported by international organizations operating under Article 55 of the UN Charter. Slovenia is an active member of many international organizations working in the field of international development cooperation. Other entities working in the same field in Slovenia are institutions established or co-established by the Government and NGOs (non-governmental organizations). By comparative analysis I have made in the field of international development cooperation, Slovenia can be a model to Croatia and should be on the other hand Austria a model to Slovenia. Australia has the similar trends in the field of international development cooperation as Slovenia, despite its distance and size. Slovenia is on a right path in the field of developing its international development cooperation to becoming more detailed and systematically regulated by the implementation of the new law. The legal field of international development cooperation is well regulated by various conventions, EU law and by non-binding "soft law".
