Title:E-volitve kot izraz razvitosti informacijske družbe : diplomska naloga

Abstract:Volilna participacija je v večini sodobnih demokracij zadnjih nekaj let v upadu. Pri tem Slovenija ni nikakršna izjema. Obstajajo različni razlogi, zakaj volivci izgubljajo zanimanje za volitve. Eden izmed njih je zagotovo tradicionalen način glasovanja, ki marsikaterega mladega volivca in druge demotivira k udeležbi. E-volitve so lahko ena od rešitev za izboljšanje demokratičnega deficita v Sloveniji. Marsikje so bile uvedene z namenom izboljšanja volilne udeležbe, racionalizacije, znižanja stroškov, pohitritve volilnega procesa in drugih razlogov. E-glasovanje je možno na dva načina: eden je uporaba posebnih elektronskih glasovalnih naprav, drugi pa je glasovanje prek interneta. Slovenija še ni izvedla e-volitev, vendar so bile že večkrat pobude za njihovo uveljavitev. Tako v tujini kot pri nas se postavljajo različni argumenti za ali proti, naj si bo to na področju tehnologije, zakonodaje, ekonomičnosti, varnosti ali tajnosti. V diplomski nalogi je zato pregled teoretičnega ozadja e-volitev, izkušenj v tujini in možnosti uporabe pri nas.

Abstract:Voter participation in most modern democracies is over the past few years in decline. By that Slovenia is no exception. There are various reasons why voters are losing interest in elections. One of them is certainly the traditional way of voting that demotivate many young voters and others to participate. E-voting can be one of the solutions to improve democratic deficit in Slovenia. In many places it has been introduced in order to improve voter turnout, rationalization, cost reductions, performance improvements of the electoral process and other reasons. E-voting is possible in two ways: one is the use of special electronic voting machines and the other is voting via the Internet. Slovenia has not yet implemented the e-elections, but there have already been suggestions for its implementation. Both abroad and in our country raises various arguments for or against its use in fields as technology, legislation, economy, security and secrecy. The thesis has therefore reviewed the theoretical background of e-elections, experiences in abroad and the possibility of its application in Slovenia.
