Title:Informacijska podpora državnih organov pri postopkih s tujci v Republiki Sloveniji : diplomska naloga

Abstract:Največji razlogi za priseljevanje tujcev na območje Republike Slovenije so ugodne gospodarske razmere s povečanim povpraševanjem po delovni sili, vstop Slovenije v Evropsko unijo in združevanje družin z že tukaj živečimi ekonomskimi migranti. O tem, ali izpolnjujejo pogoje za pridobitev dovoljenj rezidenta ali delavca, odločajo upravni organi na podlagi zakona in z ustrezno informacijsko podporo zbirajo, hranijo, obdelujejo in uporabljajo podatke v obliki podatkovnih baz. Največji sklop državnih podatkovnih baz za informacijsko podporo različnim državnim organom je CRP (centralni register prebivalstva). V diplomski nalogi smo raziskali informacijsko podporo upravnih organov v Sloveniji, najpogostejše upravne postopke, uporabo vzpostavljenih zbirk podatkov v postopkih s tujci in ali imajo zagotovljeno zadostno informacijsko podporo. Analizirali smo ugotovitve upravnih in drugih organov o stanju na področju izmenjave podatkov iz uradnih evidenc ter navedli predloge za izboljšave in preprečevanje zlorab. Opisali smo najpogostejše primere zlorab tujcev v postopkih pridobivanja delovnih dovoljenj in dovoljenj za prebivanje v RS.

Abstract:The most common reasons for immigration of foreigners on the territory of the country of the Republic of Slovenia are favourable economic conditions with increased demand for labor, Slovenia's accession to the European Union and reuniting with families already living here. Immigrants get their rights of a resident or employee in Slovenia from administrative bodies on an adequate legal basis and a good IT support that helps them collect, store, process and use data, in the form of databases. The largest set of government databases is CRP (Central Population Register). In this thesis we researched the information support of the administrative authorities in Slovenia, database use in the proceedings with foreigners and the most common administrative procedures established by foreigners and or administrative authorities to provide adequate IT support. We will analyze the findings of the administrative and other authorities on the state of the exchange of information from official records and stated suggestions for improvement and the prevention of abuse. We will describe the most common cases of abuse of foreigners in the process of obtaining work permits and residence permits, of the Republic of Slovenia.
