Title:Učinkovitost in smiselnost aktivne politike zaposlovanja s poudarkom na javnih delih : magistrsko delo

Abstract:Gospodarska kriza v EU je močno vplivala na povečanje brezposelnosti v državah Evropske unije. V okviru EU so se začrtale skupne smernice politike zaposlovanja, katere so države članice dolžne spoštovani in jih upoštevati pri nacionalni zakonodaji. Glavni namen te naloge je pregled in proučitev politike zaposlovanja, smernic in pravne ureditve. Ugotavljali smo ali APZ sledi zastavljenim ciljem. Podrobneje smo se osredotočili na izvajanje programa javnih del. Slovenija kot članica Evropske unije sledi smernicam in evropski strategiji zaposlovanja. Potrebno si je bilo začrtati prioritete pri reševanju problematike brezposelnosti in urejanju trga dela. Določene kategorije oseb so kljub iskanju zaposlitve prešle v dolgotrajno brezposelne osebe. Povečal se je delež starejših dolgotrajno brezposelnih oseb, oseb brez izobrazbe in mladih iskalcev zaposlitve. Na trgu dela je še vedno zaznati strukturno neravnovesje. V letu 2011 je Slovenija sprejela Zakon o urejanju trga dela, kateri je bil pozneje dopolnjen in spremenjen. Ukrep aktivne politike zaposlovanja so se začeli načrtovati za večletno obdobje, spremljati in vrednotiti. Vse bolj prehajajo v ospredje pred pasivno politiko zaposlovanja. V ospredje prihajajo predvsem tisti programi aktivni politike zaposlovanja, kateri so namenjeni dolgotrajno brezposelnim in najtežje zaposljivim osebam. Program javnih del je namenjen brezposelnim osebam, ki so več kot eno leto prijavljene v evidenci brezposelnih oseb. Brezposelnim osebam omogočijo ponovno socialno vključitev, pridobitev novih izkušenj, znanj. Vzbudijo tudi željo po dodatnem izobraževanju in morebitni menjavi poklica. Hkrati omogočajo razvoj lokalnega okolja in posledično tudi razvoj novih delovnih mest.Koristi javnih del smo podrobneje raziskovali na območju Območne službe Ptuj.

Abstract:The economic crisis had a great impact on the rise of unemployment rates in the EU Member States. In the European Union, common guidelines of employment policy were made which have to be respected and applied by the Member States in their national legislations. The main aim of this thesis is to check and examine the employment policy, guidelines and regulation. We tried to find out if AEP follows the set objectives. We concentrated in particular on the implementation of the public works programme. Slovenia, as an EU Member State, follows the guidelines and the European employment strategy. Thereby some priorities in the unemployment problem solving and labour market regulation had to be stated. Despite the active job search, certain groups of people became long-term unemployed. The number of older long-term unemployed, uneducated and young job-seekers has risen. The labour market still has to face a structural imbalance. In 2011, Slovenia adopted the Labour Market Regulation Act which was later supplemented and amended. Active labour market policy measures began to be planned for a period of several years, they were monitored and evaluated. They are leaving behind the passive labour market policy. Particularly such active labour market policy measures intended for long-term unemployed and for the most difficult to employ are increasingly coming to the fore. The public works programme is intended for unemployed persons who are registered as unemployed for a term longer than one year. They enable such persons to reintegrate into the society, gain new experiences and skills. Moreover, they awaken the wish of an additional education and a possible change of profession. At the same time, they contribute to the development of the local environment and consequently to the establishment of new working places. Benefits of public works are studied in detail in the Ptuj area.
