Title:Najgospodarnejša raba prostora - pomen analize pri vrednotenju pravic na nepremičnini : magistrsko delo

Abstract:Analiza najgospodarnejše uporabe prostora je ena izmed zahtevnejših in natančnih metod vezanih na ocenjevanje vrednosti nepremičnin. Temelji na zakonsko dopustnih normativih in prostorskih planih, fizični dopustnosti, finančni upravičenosti ter socialni sprejemljivosti.Predmet magistrske naloge je tako analiza najgospodarnejše uporabe prostora in v okviru tega predstavitev postopka ocenjevanja vrednosti nepremičnin. V nalogi je prikazana povezava s prostorskim planiranjem in prostorskimi akti ter zakonodaja, ki se navezuje na to področje. Podana so teoretična izhodišča analize najgospodarnejše uporabe, na izbranem zemljišču pa je prikazana praktična uporaba analize. Cilj naloge je bil raziskati in predstaviti pomen takšnih analiz, kar smo predstavili v teoretičnem delu, v empiričnem delu pa potrdili ali ovrgli tako postavljene hipoteze. V okviru zadnjega dela magistrske naloge smo analizirali rezultate opravljene ankete med veščaki, torej med sodnimi cenilci nepremičnin ter pooblaščenimi ocenjevalci vrednosti nepremičnin. Rezultate smo smiselno interpretirali. Ključne ugotovitve raziskave lahko strnemo v definiciji, da je analiza najgospodarnejše uporabe prostora v cenilnih poročilih obvezen in nujno potreben element, da nanjo vpliva trg in temelji na sodobnih tržnih pristopih. Informacijske podlage potrebne za analizo najgospodarnejše uporabe so primerno dostopne, vendar Slovenska zakonodajna regulativa ne podaja dovolj jasnih smernic o vsebini potrebnih analiz v cenilnih poročilih. Analiza najgospodarnejše uporabe se največkrat opravi v primeru, ko gre za prazno zemljišče, v kolikor je to izboljšano, pa ko gre za industrijski ali poslovni objekt.

Abstract:The analysis of the most economically use of space is one among the complex and exact methods linked to the valuation of real estates. It is based on legally permissible norms and spatial plans, the natural admissibility, financial viability and social acceptability.The subject of the Master thesis is the analysis of the most economically uses of space and in this frame the presentation of the procedure of valuation of real estates. In the Master work it is shown how the spatial planning and the spatial planning documents are linked to the legislation that is related to this field. Theoretical starting points of the most economically use of space are stated and also the practical use of the analysis is shown based on a chosen grounds. The goal of the Master work was to investigate and to present the meaning of such analyses, which was presented in the theoretical part of the wok as in the in the empirical part of the work we have confirmed or disproved the set hypotheses. In the frame of the last part of the Master work we have analyzed theresults of the survey, which was carried out among experts, therefore among court appraisers of real estates and among accredited real estate appraisers. The results have been interpreted meaningfully. The key findings of the research can be summed up in the definition that the analysis of the most economically use of space is an obligatory and an essential element in appraiser reports, which is influenced by the market and is based on modern market approaches. The information background, which is required for the analysis of the most economically use of space, is widely available although the Slovene legislation regulative does not provide enough clear guidelines about the content of the necessary analyses in the appraiser reports. The analysis of the most economically use of space is mostly carried out in case of empty building lots, if there has been an improvement and in case of industrial or business buildings.
