Abstract:Pomembna državna institucija, ki ohranja red in pomaga pri spoštovanju pravil v neki državi, je policija. Policija je v različnih državah različno pozicionirana, razdeljena, organizirana in ima različne naloge v povezavi s predhodno navedenimi cilji. Nekatere države imajo dolgo zgodovino, na katerih temelji policija danes, druge pa jo imajo osnovano na pomembnih dogodkih, ki so se zgodili pred kratkim. Tako je pričakovati, da se organizacija med državami razlikuje. Slovenska policija ima tako slabosti kot prednosti. Razlike med policijami pa so dobro izhodišče, da bi slednjo primerjali med državami in ugotovili, na katerih področjih tuje policije delujejo bolje. Na osnovi ugotovitev lahko postavimo nekatere smernice za spremembe v slovenski policiji. Tako je cilj tega diplomskega dela primerjati Slovensko policijo s policijo v Italiji. Italija je država, ki nam je blizu tako z vidika lokacije kot zgodovine, religije in organizacije države. Zato bomo Slovensko policijo primerjali z Italijansko. Namen je torej oblikovati smernice za izboljšanje delovanja in učinkovitosti slovenske policije. To bomo izvedli z metodo primerjanja domače in tuje literature ter z izvedbo intervjuja z dvema zaposlenimi, in sicer v slovenski in v italijanski policiji. Ugotovitve bomo primerjali in povzeli, katera policija ima določena področja bolje oblikovana in jih bolje izvaja. Uporabnost tega diplomskega dela je v tem, da bodo rezultat napotki za izboljšanje policijske prakse in organizacije. Morebitne omejitve so pridobivanje informacij predvsem s strani tujih kolegov. Zato smo namerno izbrali Italijo kot primerjalno državo, saj imamo več možnosti, da pridobimo določene podatke.

Abstract:Police is an important state institution that maintains order and helps to respect the rules in a country. In different countries, the police are differently positioned, divided, organized and have different tasks in relation to the mentioned goals. Some countries have a long history on which the police are based today. On the other hand, some countries have the police based on important events that have recently taken place. It is thus expected that the organization of police differs between countries. The Slovenian police have both weaknesses and advantages. Differences between the police are a good starting point for comparing between countries and to find out in which areas the foreign police operate better. Based on the findings, we can set some guidelines for changes in the Slovenian police. Thus, the aim of this bacleor`s thesis is to compare the Slovenian police with the police in Italy. Italy is a country close to Slovenia, in terms of location, history, religion and organization of the state. That's why I will compare the Slovenian police with the Italian one. The purpose is therefore to develop guidelines for improving the functioning and efficiency of the Slovenian police. I will do this using the method of comparing domestic and foreign literature, as well as by interviewing two employees, namely the Slovenian and Italian policeman. I will compare and summarize the findings which police have better design and better implementation of certain areas. The usefulness of this thesis is that it will result in guidance for improving police practice and organization. The possible restrictions are the acquisition of information, especially by foreign police. That's why I deliberately chose Italy as a comparative country, as I have more opportunities to get certain information.
