Title:Vpliv platforme Airbnb na dolgoročni najem v Ljubljani : magistrsko delo

Abstract:Osrednja tema magistrskega dela je vpliv hitro razvijajočega se modela oddajanja in najemanja stanovanj preko platforme Airbnb za mesto Ljubljana. Delo tematike ne obravnava iz ekonomskega vidika, ampak se osredotoča na vpliv, ki ga je oddajanje v kratkoročni najem turistom preko Airbnb povzročilo na celotnem stanovanjskem najemnem trgu. Ker v delu izhajamo iz predpostavke, da gre za isti fond stanovanj, ki se oddajajo v kratkoročni in dolgoročni najem, nas najbolj zanima, ali ima platforma Airbnb na dolgoročni najem v mestu Ljubljana vpliv in kolikšen je le-ta. To smo ugotavljali preko analize obstoječe zakonodaje, statistične analize uradnih podatkov, podatkov, pridobljenih preko tujih spletnih baz in z metodo spraševanja. Z anketiranjem lastnikov, ki oddajajo v dolgoročni najem, in registriranih sobodajalcev, ki oddajajo v kratkoročni najem, smo ugotavljali, kaj jih motivira za odločitev, glede vrste oddajanja. Raziskovali smo, koliko najemnih stanovanj za dolgoročni najem primanjkuje v Ljubljani ter ukrepe, s katerimi bi se ta primanjkljaj dalo odpraviti. Del magistrskega dela je bil namenjen prikazu sivega trga na področju oddajanja nepremičnin v mestu Ljubljana. Kljub omejitvam, da so evidence najemnega trga pomanjkljive oziroma ne odražajo dejanskega stanja, smo z raziskavo uspeli osvetliti trenutno stanje najemnega trga v mestu Ljubljana, kar je bil naš namen. Glede na ugotovitve smo predlagali smernice za začetek urejanja stanja najemnega trga, kar terja spremembe na sistemski ravni, zato brez aktivne udeležbe glavnih akterjev na državni ravni rešitev problematike ni mogoča.

Abstract:The focus of the master's thesis is the impact of the rapidly evolving model of renting out and leasing apartments via the Airbnb platform on the City of Ljubljana. The paper does not address the topic from an economic point of view, but focuses on the impact that short-term tourist renting through Airbnb has on the entire residential rental market. Since the work is based on the assumption that it is the same stock of apartments that are rented out for short-term and long-term rent, we are most interested in whether the Airbnb platform has an impact on the long-term rent in Ljubljana and how big the impact is. This was determined through an analysis of existing legislation, a statistical analysis of official data, data obtained through foreign online databases and a questionnaire method. By interviewing long-term and registered short-term rental owners, we found out what motivates them to decide on the type of rental. We also examined how many short-term rental apartments are lacking in Ljubljana and the measures that could be taken to address this shortfall. Part of the master's thesis was also intended to show the grey market in the field of rental of real estate in the city of Ljubljana. Despite the limitations that the rental market records are flawed or do not reflect the actual situation, the research was able to shed light on the current situation of the rental market in the City of Ljubljana, which was our intention. Based on the findings, we have proposed guidelines for starting the regulation of the rental market, which requires changes at the systematic level, so without active involvement of major players at a national level, the solution to the problem is not possible.
