Title:Vpliv merjene energetske izkaznice pri vrednotenju poslovnih stavb : magistrsko delo

Abstract:Uvedba energetske izkaznice je eden izmed pomembnih ukrepov Evropske unije pri povečanju energetske učinkovitosti stavb. Njen namen je kupcu ali najemniku nuditi koristne informacije pri izbiri nepremičnine o njeni energetski učinkovitosti. V Sloveniji se uporabljata računska in merjena energetska izkaznica. Računska se lahko uporablja za vse stavbe, merjena pa je predvidena za obstoječe nestanovanjske stavbe. Za slednje se predpostavlja, da se v primeru menjave lastnika način njene uporabe bistveno ne spremeni. Menimo, da predpostavka velja za javne stavbe, pri poslovnih stavbah pa se s spremembo uporabnika lahko spremenijo dejavnost, opremljenost prostorov, zasedenost prostorov, obratovalni čas in način uporabe, kar vpliva na porabo energije, zato je vprašanje ali merjena energetska izkaznica izpolnjuje svoj namen nuditi kupcem primerjavo energetske učinkovitosti med stavbami. V nalogi smo analizirali merjeno energetsko izkaznico poslovnih nepremičnin. Pregledali smo zakonodajo, ki obravnava energetsko izkaznico, analizirali vplive, ki vplivajo na energetske kazalnike na merjeni energetski izkaznici, z anketo med cenilci nepremičnin preverjali, ali je merjena energetska izkaznica uporabna v postopku vrednotenja poslovnih nepremičnin in v zadnjem delu raziskali upoštevanje zakonodaje s področja obveznega objavljanja energijskih kazalnikov pri oglaševanju prodaje ali oddaje poslovnih stavb. Energetska izkaznica ima nesporno pozitiven vpliv na cene nepremičnin, vendar pa bi država morala dosledno izvajati nadzor nad izdelavo energetskih izkaznic in objavami pri oglaševanju. Po mnenju cenilcev merjena energetska izkaznica ni najbolj uporabna v postopku vrednotenja, zato bi bilo smiselno nadgrajevati sistem energetskih izkaznic tako, da bi bil resnično uporaben in razumljiv tudi širšemu krogu uporabnikov.

Abstract:An essential European Union measure to increase the energy performance of buildings is the introduction of an energy performance certificate. Its purpose is to provide useful information to the purchaser and the tenant during their decision-making process about a particular real estate regarding its energy efficiency, including recommendations for improvements. In Slovenia, calculated and measured energy certificates are used. The calculated certificate is used for all buildings, and the measured one is intended for existing non-residential buildings. For the latter, it is assumed that in the event of a change of owner, the method of its use is not substantially altered. We consider that the assumption applies to public buildings, while the use of commercial real estate can be changed. Namely, the use of energy is influenced by its equipment and the manner of its use. With various organisational measures, users can significantly affect the energy indicators shown on the measured energy performance certificate, so the question arises as to what such certificate actually indicates. In the thesis, we focused on the measured energy performance certificate of commercial real estate. We examined the legislation that deals with the energy performance certificate, analysed the impacts that affect the energy indicators on the measured energy performance certificate, examined with the survey among real estate appraisers whether the energy performance certificate used was useful in the process of valuation of commercial real estate, and in the last part, we investigated the compliance with the legislation in the field of mandatory publishing of energy performance indicators in advertising sales or renting of commercial buildings. The energy performance certificate undeniably positively affects the real estate prices, but the state should consistently exercise control over the creation of energy performance certificates and advertising. According to the real estate appraisers, the energy performance certificate is not that useful in the process of valuation of commercial real estate. Therefore, it would be reasonable to upgrade the system of energy performance certificates so that they would be beneficial and comprehensive to a broader circle of users.
