Title:Evropska unija - akter sodelovanja v podnebni politiki na poti do globalnega podnebnega sporazuma : magistrsko delo

Abstract:Pričujoče magistrsko delo vsebuje tematiko, ki je v zadnjem času deležna vse več pozornosti, saj prinašajo podnebne spremembe za svetovno družbo nove izzive, ki zahtevajo globalno sodelovanje. Vendarle pa je vloga Evropske unije (EU), kot začetnega akterja v boju proti podnebnim spremembam obravnavana le v manjšem obsegu. V magistrskem delu je ocena ustreznosti vključenosti EU kot globalnega akterja v podnebno politiko podana na podlagi analize veljavnih mednarodnih sporazumov na področju podnebnih sprememb in na podlagi primerjalne analize zakonske ureditve podnebnega prava drugih držav članic EU. Pomemben zaključek tega dela analize prinaša tudi kronološka primerjava učinkov podnebnega prava na pogajanjih konferenc pogodbenic (COP), ki je pokazala, da EU konstantno deluje v smeri, ki bi ji prinesla vodilno mesto akterja. Skladno s tem se je izvajala študija primerov kriterijev ocenjevanja pomembnosti akterjev s strani različnih udeležencev pogajanj. Primerjalna analiza podnebnih politik EU, Kitajske in ZDA je potrdila, da je pri oblikovanju tako pomembnih razvojnih odločitev, kot so podnebne spremembe, ključna participacija podnebne politike vseh akterjev, čeprav je usklajenost na globalni ravni med različnim državami težko doseči. V magistrskem delu so podani argumentirani predlogi rešitev, ki bi jih EU kot vodilni akter na področju podnebne politike tudi s pomočjo vse pomembnejše podnebne diplomacije v prihodnje morala upoštevati, saj je analiza sprejetega pariškega sporazuma pokazala, da ni najbolj univerzalen sporazum za reševanje globalne podnebne politike, pomeni pa pomemben korak naprej v brezogljično družbo.

Abstract:The present master's thesis contains a topic that has recently received more attention as climate change brings new challenges to the global society and requires global cooperation. The role of the European Union (EU) as an initial player in the fight against climate change has only been addressed to a lesser extent. An assessment of the adequacy of the EU's involvement as a global player in the climate policy is made on the basis of an analysis of existing international agreements and on the basis of a comparative analysis of the climate law regulations by other EU Member States. An important conclusion of this part of the analysis is also provided by a chronological comparison of the effects of climate law on the negotiations at the Conference of the Parties (COP), which showed that the EU is constantly striving towards becoming a leading player. A comparative analysis of the climate policies of the EU, China and US confirmed that the participation of all the climate policies is crucial for making such a major decisions as climate change, although global co-operation between different countries is difficult to achieve.The master%s thesis presents arguments for suggested solutions that the EU as a leading player should consider in the future with the help of increasingly important climate diplomacy as the analysis of the Paris Agreement has shown that is not the most universal agreement to tackle the global climate policy, but it is a significant step forward towards carbonless society.
