Title:Predsedovanje Slovenije Svetu Evropske unije : zaključeno 2008, prihajajoče 2021

Abstract:Republika Slovenije je bila prva med novimi državami članicami Evropske unije, ki je prevzela predsedovanje Svetu Evropske unije. To je bil zanjo kot mlado in majhno državo velik in odgovoren izziv nacionalnega pomena. V podobni vlogi se bo znašla tudi v letu 2021. Magistrsko delo obravnava glavne vidike predsedovanja Republike Slovenije Svetu Evropske unije v prvi polovici leta 2008 v povezavi s pripravami, izvedbo in uspešnostjo uresničitve prednostnih nalog ter trenutno znanih dejstev z vidika priprav za prihajajoče predsedujoče polletje, tj. v drugi polovici leta 2021. V korelaciji z raziskano literaturo in viri ter uporabo znanstvenoraziskovalne metodologije magistrsko delo raziskuje in opredeljuje predstavitev Republike Slovenije kot kompetentne, zaupanja vredne in sposobne države v vlogi predsedujoče Svetu Evropske unije. Obenem opredeljuje tudi morebitne stične točke in razlike med obema predsedovanjema in podaja izhodišča za spremembe ter izboljšave v času prihajajočega mandata v letu 2021. V zvezi z vlogo Republike Slovenije pri predsedovanju Svetu Evropske unije magistrsko delo nadalje ugotavlja, ali majhnost Slovenije v smislu števila prebivalcev ter nizkega BDP-ja oziroma nižjih finančnih sredstev predstavlja prednost ali slabost, ter odgovarja, kako je Slovenija delovala kot organizatorka številnih dogodkov in kakšna država je izpadla v očeh ostalih držav oziroma drugih Evropejcev. Magistrsko delo ugotavlja, da se je pot v evropsko elito uglednih držav še bolj odprla, čeprav jo pri tem čaka še precej dela.

Abstract:The Republic of Slovenia was the first among the new EU member states to assume the Presidency of the Council of the European Union. As a young and small country, this was a major and responsible challenge of national importance. It will find itself in the similar role again in 2021.This Master thesis discusses the main aspects of the RS presidency of the EU Council in the first half of 2008, in relation to the preparations, realisation, and performance of carrying out priority tasks, and the known facts of today relating to the preparations for the upcoming presidential semester in the second half of 2021.In correlation with the researched literature and sources and the usage of several scientific methods the Master thesis explores and defines the presentation of Republic of Slovenia as a competent, trustworthy, and capable country in the EU Council presidency role. In addition, it defines the contact points and differences between both presidencies, and provides the basis for changes and improvements in the upcoming 2021 mandate. Additional goals in the framework of its role in presiding over the EU Council include the establishment as to whether its small size in terms of the number of inhabitants and low GDP or low financial assets can be seen as an advantage or a weakness, how it acted as an organiser of several events, and how the other member states or co-Europeans saw it as a country. The Master thesis establishes that the path to the European and counselling elite of prominent countries opened up even further. However, much more work remains to be done on this path.
