Title:Solidarnost kot temelj in sredstvo evropskega integracijskega procesa : doktorska disertacija

Abstract:Preučevanje solidarnosti v Evropski uniji (EU) temelji na predpostavki, da je solidarnost temelj in sredstvo evropskega integracijskega procesa ter da je bila na njegovem začetku njegov nosilni koncept. Grška, ukrajinska in migracijska kriza predstavljajo preizkus, ali je še vedno tako. Preučevanje začetka evropskega povezovanja, njegovih kulturnozgodovinskih in idejnopolitičnih osnov omogoči ugotoviti značilnosti izhodiščnega koncepta solidarnosti. Na podlagi preučevanja antropoloških osnov za njeno normativnost je opredeljen teoretski koncept solidarnosti. Analizirana je artikulacija solidarnosti v temeljnih pogodbah o EU. Kot študije primera pa so obravnavane tri krizne situacije. Raziskava potrdi izhodiščno predpostavko, za katero opredeli tudi potrebne in zadostne pogoje. Pokaže negativne učinke nelojalnega delovanja na krizno situacijo in za solidarnostno ukrepanje. Spoznanje sistemske razsežnosti krize je motiviralo k usklajenejšemu ukrepanju, pri katerem je bilo mogoče najmočneje izkušati instrumentalno solidarnost. V primerjavi s konceptom solidarnosti na začetku evropskega povezovanja, ki je bil usmerjen v oblikovanje prihodnosti v zavesti skupne usode, izkazujejo protikrizni odzivi osredotočenost na transakcijske in redistribucijske plati odnosov ter poudarjanje odgovornosti. Zaznavna je transformacija koncepta solidarnosti v pogojevano solidarnost. Zlasti v primeru grške krize ni mogoče potrditi, da je solidarnost še vedno nosilni koncept integracijskega procesa, ki bi nudil trdno oporo za njegovo nadaljevanje. Za učinkovito soočanje z velikimi izzivi je potrebno lojalno sodelovanje, ki presega transakcijske odnose. Nujna pri tem je normativna, ne zgolj instrumentalna solidarnost. Izvirnost raziskave je boljša teoretična artikulacija pojma solidarnosti v kontekstu EU. Uporabna je kot študijsko gradivo in predstavlja praktični odgovor na izzive EU na ekonomskem, varnostnem in političnem področju.

Abstract:This study of solidarity in the European Union (EU) is based on the premise that solidarity is the foundation and means of the European integration process and was at its inception its fundamental concept. The Greek, Ukrainian and migration crises serve to test whether this is still the case. Examining the beginnings of European integration, including its cultural, historical and ideological roots, makes it possible to identify the features of the solidarity's initial concept. The theoretical concept of solidarity is defined by studying the anthropological foundations of its normativity. The articulation of solidarity in the EU's basic treaties is analyzed. Three crisis situations are examined as case studies. The research confirms the baseline premise, for which it also defines the necessary and sufficient conditions. It demonstrates the negative effects of disloyal action on a crisis situation and the implementation of solidary measures. Awareness of a crisis' systemic dimension motivated more coordinated action, in which case instrumental solidarity was experienced most strongly. Responses to the crises demonstrate a focus on the transactional and redistributive facets of relations as well as an emphasis on responsibility. The reduction of the concept of solidarity to conditioned solidarity is noticeable. This stands in contrast to the concept of solidarity prevalent at the beginning of EU integration, which was focused on shaping a future in the consciousness of a common destiny. The Greek crisis clearly demonstrates that solidarity does not necessarily remain as the foundational concept of the integration process that could also provide the necessary support for its continuation. Effectively facing great challenges requires loyal cooperation that transcends transactional relations as well as the exercise of normative solidarity % not only instrumental solidarity. The research's originality lies in a better theoretical articulation of solidarity in the EU context and can aid to provide practical answers to the EU's economic, security and political challenges.
