Title:Izvajanje strukturnih sprememb v Sloveniji ter pripravljenost na novo gospodarsko krizo : magistrsko delo

Abstract:Slovenija je zadnjo gospodarsko krizo občutila močneje kot večina držav članic Evropske unije. Namen magistrskega dela je bil preveriti, v kakšnem stanju je Slovenija izšla iz te krize, in na podlagi sekundarnih virov ugotoviti današnji položaj. Slovenijo smo primerjali s sedmimi državami članicami EU iz Srednje in Vzhodne Evrope (SVE), ki so nam po nekdanjem političnem in gospodarskem sistemu najbolj podobne, Evropski uniji pa so se pridružile istega leta kot Slovenija (Češka, Estonija, Latvija, Litva, Madžarska, Poljska in Slovaška). Analizirali smo ključne družbenoekonomske vidike razvoja ter na podlagi teh pripravili zaključke in smernice za razvoj Slovenije. Podrobneje smo preučili področje inovacij in tehnološkega razvoja Slovenije, saj sta oba ključna akterja tako gospodarskega kot tudi socialnega razvoja države. S pomočjo kazalnikov mednarodnih statističnih baz in podatkov mednarodnih raziskav smo ugotavljali, v kakšnem položaju je danes Slovenija, kar smo primerjali z državami članicami EU iz SVE kot tudi povprečjem EU-28. Ugotovili smo, da na večini področij, kljub pretekli pospešeni gospodarski rasti, Slovenija v petletnem obdobju ni uspela odpraviti večine strukturnih pomanjkljivosti in makroekonomskih neravnovesij. V zaključku smo ugotovili, da je Slovenija ob nadpovprečni rasti BDP-ja, spodbujene predvsem s povečanim povpraševanjem iz tujine, pozabila, da so ekspanzije gospodarstva in krize cikličen pojav, zato ji bo za strukturne spremembe, ki prispevajo k dolgotrajni in stabilni gospodarski rasti, zmanjkalo časa. Zavedati se moramo, da je Slovenija danes, zaradi visokega javnega dolga, v precej slabšem položaju, kot je bila leta 2008, to je pred začetkom zadnje gospodarske krize pri nas.

Abstract:The last economic crisis affected Slovenia more strongly than most of the other EU member states. The purpose of the master thesis was to find out in what condition Slovenia has emerged from the crisis and, with the help of secondary sources, to determine the current situation. We have compared Slovenia with seven EU member states from Central and Eastern Europe (CEE), which bore the most resemblance to our former political and economic system and which completed accession to EU in the same year as Slovenia (Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland and Slovakia). We analysed the key socioeconomic aspects of development, and based on these, we made conclusions and guidelines for future Slovenian development. We paid special attention to innovation and technological development and examined them in more detail. We used indicators from the international statistical database and data from international surveys to make a comparison between Slovenia and comparable EU member states from the CEE and average of EU-28. With the help of these results, we determined the current position of Slovenia. We established that, despite the accelerated economic growth in the past five years, Slovenia has not eliminated most of the structural deficiencies and macroeconomic imbalances. In conclusion, given the above-average GDP growth, driven primarily by increased demand from abroad, Slovenia has forgotten that economic expansion is a cyclical phenomenon, and therefore it will run out of time for structural changes that contribute to lasting and stable economic growth. We need to be aware of the Slovenian high public debt today, and as a consequence, our current position is much worse than it was in 2008, before the start of the last economic crisis in our country.
