Title:Odzivnost aktivne politike zaposlovanja na razmere na trgu dela v času gospodarske krize v Republiki Sloveniji : magistrska naloga

Abstract:Visoka stopnja brezposelnosti predstavlja velik makroekonomski problem, tako za državo kot za posameznika. Stanje na trgu dela je v veliki meri pogojeno z dogajanjem v gospodarstvu. Slovenijo je v drugi polovici leta 2008 prizadela huda gospodarska kriza, njene posledice pa smo na trgu dela občutili v letu 2009, ko se je stopnja brezposelnosti glede na preteklo leto dvignila za 2,4 % oziroma povišala za 23.129 novih brezposelnih oseb. Brezposelnost je nato naraščala vsa nadaljnja leta, vendar neenakomerno v vseh populacijskih skupinah, zaradi česar se soočamo z bolj ali manj kritičnimi skupinami brezposelnih oseb. Neenakomerno naraščanje ali padanje brezposelnosti je glavni povzročitelj strukturne brezposelnosti, ki jo je najtežje odpraviti. Cilj magistrske naloge je ugotoviti ali se je struktura brezposelnih oseb pod vplivom gospodarske krize spremenila glede na obdobje pred njo. V primeru strukturnih sprememb v brezposelnosti med gospodarsko krizo, me bo v nadaljevanju zanimalo, kako so se nanje odzvali Zavod Republike Slovenije za zaposlovanje, Ministrstvo za izobraževanje, znanost in šport, Ministrstvo za delo, družino in socialne zadeve. Ti skupaj soustvarjajo in izvajajo različne programe aktivne politike zaposlovanja, s katerimi naj bi v prvi vrsti odpravljali strukturno brezposelnost, ki predstavlja najtrši oreh.

Abstract:The high unemployment rate indicates a significant macroeconomic problem of the state and the individual, as well. The situation on the labour market is subject to a great extent to the development in the economy. In the second half of 2008, Slovenia was hit by a severe economic crisis, its effects were shown in 2009 when the unemployment level rose 2.4% over the previous year and/or increased for 23,129 new unemployed persons. The unemployment has been rising in all the following years, but not consistently in all population groups, and that is why we now face more and less critical groups of unemployed persons. Uneven increase or decrease of unemployment is the main cause of the structural unemployment, with which is the hardest to do away. The objective of this master’s thesis is to establish whether the structure of unemployed persons affected by the economic crisis changed in comparison with the preceding period. In case the structural changes in unemployment during the economic crisis have occurred, I will then pay interest on learning about the action of the National Educational Institute of the Republic of Slovenia, Ministry of Education, Science and Sport and the Ministry of Labour, Family, Social Affairs and Equal Opportunities. The institutions that develop jointly and implement various programmes of active employment policy to help, in particular, do away with the unemployment, and this is the hardest nut to crack.
