Title:Spodbude razvoja svobodnega podjetništva kot temeljnega načela gospodarske ureditve : magistrsko delo

Abstract:V magistrski nalogi je prikazano, kako pomembno za razvoj gospodarske rasti in inovativnosti v državi je spodbujanje svobodnega podjetništva. Podjetništvo prispeva k razlikam v gospodarski uspešnosti posameznih držav. Mala in srednje velika podjetja so najmočnejša gonilna sila gospodarstva, saj ta podjetja predstavljajo visok odstotek vseh podjetij. Svoboda podjetništva je ena temeljnih ustavnih pravic, opredeljena v 74. členu Ustave Republike Slovenije, zato je izjemnega pomena, da Republika Slovenija bodočim podjetnikom omogoči čim lažje ustanavljanje podjetij in spodbudi posameznike predvsem iz prikrajšanih skupin, da stopijo na pot podjetništva. V magistrski nalogi je opisano delovanje Agencije za javnopravne evidence in storitve, kjer se vodi poslovni register, ki je informatizirana baza podatkov, v kateri so zbrani vsi poslovni subjekti s sedežem na območju Republike Slovenije, ki opravljajo pridobitno dejavnost. S pomočjo zgodovinsko-kontemporalne metode je ugotovljeno, da je Republika Slovenija s poenostavitvijo postopkov pri registraciji poslovnih subjektov naredila velik napredek na tem področju. Z uporabo deskriptivne metode, s katero so predstavljene spodbude za razvoj svobodnega podjetništva, je dognano, da se Republika Slovenija premalo zavzema za izboljšanje poslovnega okolja med posameznimi ciljnimi skupinami, ki so v Sloveniji še vedno premalo zastopane v podjetniških dejavnostih, saj je vsem ljudem treba ponuditi enake možnosti za ustvarjanje trajnostnega poslovanja, ne glede na njihove družbene ali osebnostne značilnosti.

Abstract:The master's thesis shows that promoting of entrepreneurship has an important influence on a country%s economic growth and innovativeness. Entrepreneurship contributes to differences in economic prosperity of countries. Small and medium-sized enterprises are the most powerful driving force of the economy as they represent a high percentage of all enterprises. Entrepreneurial freedom is one of the fundamental constitutional rights defined in Article 74 of the Constitution of the Republic of Slovenia. Therefore it is essential that the Republic of Slovenia enables an easy way of starting business for young entrepreneurs and promotes entrepreneurship among members of disadvantaged groups. The master's thesis describes the functioning of the Agency of the Republic of Slovenia for Public Legal Records and Related Services where the business register is kept. The business register is a computerised database of all business entities that have their registered seat in the Republic of Slovenia and are engaged in a profitable industry. Using the historical-contemporary method, it has been proved that the Republic of Slovenia has made a significant progress by simplifying the registration procedures of business entities. Applying the descriptive method to present incentives for the entrepreneurial freedom, it has been determined that the Republic of Slovenia has not strived hard enough to improve the business environment for those individual target groups that are still under-represented in entrepreneurial industries. Equal opportunities for sustainable business must be guaranteed to all people regardless of their social and personal characteristics.
